- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. NOTE: This acquisition replaces N00164-10-R-JQ36, synopsized on this website on 19 JULY 2010. This synopsis advertises the Government ™s intent to acquire modified commercial items pursuant to FAR Part 12, Acquisition of Commercial Items on a Full and Open Competition basis. Specifically, the Government intends to purchase items from the family of AN/AVS-9(V) Night Vision Goggles, NSN 5855-01-473-2904, 5855-01-499-4054, 5855-01-523-2981, 5855-01-499-4055, and 5855-01-567-5510, in various configurations as described below in CLINs 0002 “ 0006. CLIN 0001. First Article Testing. May be waived if identical product has been provided to the Government in the past; CLIN 0002. Rotary Wing Configuration including Goggle Assembly with MX-10160A image tubes, Class B filter, Quick Don Mount, clip-on battery source, low profile battery pack, Light Interference Filters (LIFS), four (4) battery cartridges; CLIN 0003. Rotary Wing Configuration “ Enhanced including Goggle Assembly with MX-10160C image tubes, Quick Don Mount, clip-on battery source, low profile battery pack, Light Interference Filters (LIFS), four (4) battery cartridges; CLIN 0004. TACAIR Configuration including Goggle Assembly with MX-10160A image tubes, Class "C" leaky green filter, TACAIR helmet mount, veiling glare hoods; CLIN 0005. EA-6B Configuration including Goggle Assembly with MX-10160A image tubes, Class B filter, TACAIR helmet mount, LIFS; CLIN 0006. KC-130J Configuration including Goggle Assembly with MX-10160A image tubes, Class "C" leaky green filter, Class B filter, Quick Don Mount, clip-on battery source, low profile battery pack, Light Interference Filters (LIFS), four (4) battery cartridges; CLIN 0007. Data. Solicitation number N00164-11-R-JQ00 will be issued as a request for proposals on a full and open competition basis. The solicitation will be published to the Government Point of Entry (this website, and those listed above) on or about November 15, 2010, in accordance with the procedures authorized by FAR Parts 12 and 15. Offerors may bid on some or all of the configurations described in CLINs 0002 - 0006. The Government intends to purchase a minimum of 50 and a maximum of 4800 units, combined, of CLINs 0002 “ 0006.. Offerors will be required to provide two product samples with their proposals. In addition, Offerors shall include two samples of the ancillary items for each configuration for which the Offeror intends to bid, for œGo/No Go testing by the Government. Each product sample and ancillary item must pass all of the Go/No Go criteria, or the offer will be rejected, and will not be considered further, nor shall it be eligible for award. Offerors may not rework or resubmit product samples. The Contractor must be registered with the Central Contractor Registration database, at http://www.bpn.gov/ccr/. The proposed contract action is for supplies for which the Government intends to negotiate and award one or more firm fixed price (FFP) indefinite delivery/indefinite quantity (IDIQ) contract(s) pursuant to the procedures of FAR Part 15, Contracting by Negotiation Contract/ordering period is for five (5) years from award date of contract. Delivery of a minimum of 50 units of one or more configurations will be required within 300 days of initial delivery order. It is anticipated that 50 units per month will be required after the initial delivery. Individual delivery orders will specify delivery dates and the specific configuration(s) of goggles required. Award of a contract does not guarantee that the Government will purchase more than the minimum number of units specified above (50), to include all configurations. Delivery required FOB Destination, NSWC-Crane, 300 Highway 361, Crane, IN 47522-5001. DPAS rating is D0-A70; Federal Supply Class 5855. The North American Industry Classification System (NAICS) Code for this procurement is 333314. For changes made after the closing date, only those offerors who submit a proposal will be provided with any changes or amendments and considered for future discussions and/or award. No hard copies of the solicitation will be mailed. Interested parties must download from the www sites. Reference the above solicitation number when responding to this notice.
