Description
The FISC Norfolk Contracting Department, Philadelphia Office is conducting market research for a potential acquisition involving Standardization of Business Processes that have a financial impact across Navy Major Commands on behalf of The Office of Financial Operations (FMO). An industry Day will be held on 17 November 2010 at 1:00 pm at Naval District Washington, Washington Navy Yard, Catering and Conference Center to assist the government in the definition of the requirement in accordance with FAR 15.201(c)(1). The NAICS Code is 541611 and the size standard is $7,000,000.00. Attendees are required to pre-register for the Industry Day. Due to space limitations, a maximum of two (2) representatives from each company may attend. Please email Nicole Denofa at Nicole.Denofa@navy.mil with Attendee name, Company, and telephone number by 10 November, 2010 in order to register and attend. The building is located on 1454 Parsons Avenue, Bldg 211, SE, Washington DC 20377-5092. There is limited guest parking on base, though there is a parking lot across from the M Street gate; the cost is $12.00. The Washington Navy Yard is also accessible by the Metro. Participation is strictly voluntary and the U.S. Government will not reimburse contractors for any cost incurred for their participation. In addition, any information provided to the Government is to be submitted at no cost or obligation to the Government. A draft version of the Government performance requirements for the potential acquisition is attached. During the Industry Day, the Government intends to solicit feedback regarding such details as industry wide best practices, the best means to achieve the desired outcome, the contract type, the ability to fix price, terms and conditions, the feasibility of the requirement, performance requirements, evaluation criteria, extent of small business participation, cost prohibitions, whether competition at the task order level and standardization can be achieved simultaneously, communication across contracts, etc. This is a Notice of upcoming Industry Day for market research and planning purposes, only. This is not a Request for Proposal (RFP). A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. Respondents shall not be notified of the results of the Industry Day or the results of any information submitted. Information discussed and/or provided to the Government will be considered. However, in the event a solicitation is issued, the solicitation will represent the Government's final decision and no explanation for the Government's rationale as to what is or is not ultimately included will be provided.
