- This is a Sources Sought Notice for Market Research will be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. A SOLICITATION WILL BE POSTED ON A LATER DATE. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of potential bondable and experienced contractors that have the following small business status: 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business, and Woman Owned Small Business. The Pine Bluff Arsenal has a requirement to provide updated fire detection, alarm and suppression systems in 4 buildings. The scope of work includes removal of existing system components and the design and installation of a complete new system in each building. This project will take approximately 270 days to complete. The magnitude of this requirement is between $1,000,000 and $5,000,000, The NAICS Code is 238210 and the current size standard is $14 Million. This requirement will be awarded as a firm fixed price contract. It is anticipated that a pre-solicitation notice will be posted on or before November 10, 2010. A solicitation is expected to be posted on or before December 15, 2010. The type of solicitation to be issued will depend upon the responses to this announcement. The Government must ensure there is adequate competition among the potential pool of responsive contractors. Interested businesses in the above mentioned categories which have the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this sources sought announcement. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. Responses must include the following information: (1) Company Name, Address, Bonding Capacity, Business Size determination and Qualifying Small Business Status, (2) Company Point of Contact: Name, Phone Number and E-Mail Address, (3) A Capability Statement expressing interest in this requirement, capability of performing a contract of this magnitude and complexity, capability to remove, design and install fire suppression systems, in-house personnel capabilities, brief description of similar project, customer point of contact with phone number, and dollar value of the project (3 page limit). All interested parties shall e-mail your response to Jennifer D. Winkler, Contract Specialist, at jd.winkler@us.army.mil no later than 4:00 PM CST October 28, 2010. Businesses must be registered in CCR to be eligible for award of Government contracts. Please reference W911RP-11-T-0018 in the subject line of all correspondence.
