- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, utilizing procedures outlined in FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. (ii) The solicitation is being issued as a Request for Quote (RFQ); solicitation number is W912CM-11-T-0006. A firm fixed price contract is contemplated. (iii) In this solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-46 effective 29 September 2010. The complete text of any of the clauses and provisions may be accessed in full text at http://farsite.hill.af.mil. (iv) The acquisition will be conducted on a full and open competition basis. The government intends to award this contract as Firm-Fixed Price to the offer who represents the best value to the Government using lowest priced technically acceptable (LPTA) source selection process. (v) The contract line items (CLINs) for this acquisition are as follows: "See attachment 01 for details (vi) The technical specifications of the requirements for the items to be acquired are provided as Attachment 01 to this combined synopsis/solicitation. (vii) The initial period of performance will be for 10 months beginning on 1 December 2010. Place of performance will be as specified in Attachment 01. (viii) See attachment 01 for solicitation provisions and clauses that are applicable to this solicitation. (ix) The Defense Priorities and Allocations System (DPAS) rating are not applicable. (x) The government will conduct a site visit to allow interested vendors an opportunity to view facilities and to seek clarifications on the work to be performed. The date of this site visit is 2 November 2010 at 0900, Central European Time (CET). The meeting location will be on the south side of the large parking lot, just outside of Gate 3 of Kleber Kaserne. The location of the parking lot is on Daennen Platz, located just off Mannheimer strasse, in Kaiserslautern, Germany. Please ensure you are at the meeting location by 0845 and that you bring proper identification to be signed onto the military installation. Also ensure that you provide a notice that you will attend the site visit to the point of contact listed below. (xi) Offers shall be submitted no later than 1000, 9 November 2010, CET. The date and time is based on the local time in Kaiserslautern, Germany, Central European Time (CET).
