- The U. S. Army Contracting Command, Joint Munitions and Lethality Contracting Center, Picatinny Arsenal, NJ 07806-5000 on behalf of the Joint Program Management Office (JPMO) intends to solicit, negotiate, and award a sole source new Firm Fixed Price (FFP) contract for the refurbishment of D-30 Howitzers, supply of Basic Issue Items, and Spare Parts. This requirement is for a basic quantity of sixty (60) D-30 Howitzers and an Option for forty (40) D-30 Howitzers in support of the Lightweight 155mm Howitzer Program to the UNIS Group, 71210 Ilida Sarajevo, Ustanika 11 Bosnia and Herzegovina on a sole source basis. The Justification & Approval (J&A), currently being staffed, addresses duplication costs to the Government and unduly schedule delays. Authority for this procurement comes under 10 U.S.C. 2304(c)(1); Only one responsible source and no other supplies or services will satisfy agency requirements, as implemented by FAR 6.302-1(a)(2)(iii)(A) & (B).
