Description
The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) at Scott Air Force Base, IL intends to issue a bridge, sole source modification to Americom Government Services, Inc. (AGS), 1101 Opal Court, Hagerstown, MD 21740-5947. The proposed modification is a continuation and extension of the work performed by AGS under contract DCA200-00-C-5000, which was competitively awarded on 31 October 1999. This modification will extend the period of performance of the contract for the existing telecommunication service for Thule Greenland by one six month base period plus one month three option period for the period of 01 Nov 2010 through 31 July 2011. This service consists of the leased service for five (5) continuous, uninterrupted, full duplex, dedicated T1 (1.544Mb) telecommunications circuits between Schriever Air Force Base, CO (SSAFB) and Thule Tracking Station (TTS), Thule Greenland. Service includes full end-to-end (i.e., service demarcation point to service demarcation point) responsibility for the provision, engineering, furnishing, installation, test, performance, and maintenance of facilities and equipment necessary to provide the following symmetrical digital transmission service between TTS and SSAFB. This service directly supports critical Command, Control, Computer and Intelligence (C4I) Communication mission requirements between SSAFB and TTS and the Government cannot take the risk of loss of service and resulting impact on the warfighter. AGS is currently the only commercial provider of high band-width and/or satellite service into Thule, Greenland. AGS is the only commercial communications company that already has in place all the equipment, facilities, and infrastructure needed to provide, operate and maintain the requested service. They have an operational Satellite Station with 11 meter antennas and currently provide service that supports the required service. This leased telecommunication service provided by AGS between Thule, Greenland and Schriever AFB, CO, directly supports DISA's ability to provide real time command and control communications to the War Fighters. The above bridge, contract modification will be awarded sole source to AGS, based on the government's requirement to maintain the current telecommunication service. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
