- J&A The contractor is required to upgrade the Millers Ferry Lock and Dam Spillway Gate Controls. The upgrade requires modifying the existing applications and software to expand the system capabilities to remotely control the Millers Ferry Lock and Dam spillway gates. The Government solicited and negotiated with Scipar Inc., 26 West Spring St, NY 14221, under authority of FAR 6.302.
