Description
Modification is to correct sytem translation symbol errors: (SAMMS)in lieu of(SAMMSà ž )and CO2 in lieu of C0Â ². All other information posted remains unchanged. The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to issue a solicitation for the purpose of procuring an innovative design and First Article (FA) unit of an Advanced Carbon Dioxide Removal Unit (ACRU), a new submarine atmosphere control technology. The Naval Sea Systems Command (NAVSEA), in partnership with the Department of Energy's PNNL, investigated the feasibility of utilizing a dry sorbent to remove carbon dioxide from submarine atmosphere. The dry sorbent of NAVSEA's interest is an animated Self-Assembled Monolayer on Mesoporous Support (SAMMS)"Trademark" (http://samms.pnl.gov/) wherein the monolayer provides the means to capture and release carbon dioxide. NSWCCD is seeking technically acceptable proposals from offerors interested in designing and manufacturing a carbon dioxide removal device using government-furnished Self-Assembling Mesoporous Monolayers (SAMMS)Material as the carbon dioxide absorbent. Offerors will have access to schematics describing the construction of a technology demonstrator built using SAMMS by Pacific Northwest National Laboratory (PNNL). The awardee will manufacture an FA unit capable of qualification for use on a submarine. Delivery of the FA unit must be in accordance with the testing requirements outlined in the solicitation and is required to be delivered on or before 01 October 2012. In addition to the FA unit, the contract awardee must furnish Technical Manuals and Provisioning Data which must meet the requirements set forth in performance specification provisions outlined in the solicitation. Interested parties may obtain samples of SAMMS carbon dioxide sorbent and technical drawings of the TRL 6 unit by contacting Ms. Jane DeMatto at Phone No. (215) 897-7994 or via e-mail at: jane.dematto@navy.mil. Requests for material samples must be received no later than 1700 EDT on 19 November 2010. The Government intends to award a Firm Fixed Price Contract and shall be awarded on a best value basis. This procurement shall be solicited using unrestricted competition. The NAICS classification for this acquisition is 332710 with a size standard of 500 employees. It is anticipated that the solicitation will be issued on 10 November 2010 and close thirty (30) days thereafter.
