- Building 1 HVAC Upgrade Forest Service Laboratory, Madison, WI. The scope of this project is to install new heating and cooling systems within building 1, which is approximately 210,000 square feet. This is set-aside for Service Disabled Veteran Owned Business (SDVOB) only. The proposals will be evaluated using the Best Value Source Selection Process. This process requires potential Offerors to submit their performance and capability information to be reviewed, evaluated, and rated by the Government. Proposals will be evaluated by the Government in accordance with the following technical factors: Safety, Experience, Past Performance, and Price and Pro Forma Requirements. All evaluation factors, other than cost or price, when combined, are equal to cost or price. The acquisition strategy will be design-bid-build, and the approximate award date is December 2010. The estimated cost range for this project is $5,000,000.00 to $10,000,000.00. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $33.5M. Contract duration is approximately 510 calendar days. The solicitation will contain options for the following: Demolish raised floor in Environmental Room #12 (B01-HR-12) and demolish elevator 103 (B01-ELV-103) complete and Provide Library and Wood Anatomy partitions, ceilings, casework, finishes, power and data connections, plumbing, mechanical connections per layout.. All offerors are invited to attend a Pre-proposal Conference at the Forest Service Laboratory in Madison, WI, approximately scheduled for 10 November 2010. Meeting details will be provided in the solicitation. The approximate issue date is 04 November 2010 and approximate closing date is 04 December 2010, 10:00 am Eastern Time.
