- Solicitation Attachment 3 - DoL Wage Determination for Otero County/Holloman AFB Solicitation Attachment 2 - Holloman AFB Special Instructions Solicitation Attachment 1 - Performance Work Statement (PWS) SF 1449 containing the solicitation proper This is a solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FA4801-11-T-0001, and is issued as a Request for Quote (RFQ). The anticipated award will be a Firm Fixed Price Contract, with a base year and four option years. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-46. The award will be made to a small business. The associated North American Industry classification system (NAICS) code is 811310, the small business (SB) standard for this code being $7.0 million. A Site Visit for interested parties is scheduled for 0900 Mtn, 1 November 10. Contact Steve Ellison at the phone or e-mail address below to coordinate attendance and access to Holloman AFB. Scope of Work: Contractor shall provide all personnel, equipment, tools, materials, transportation, supervision, and other support needed to perform the following services on various hoists and cranes installed at Holloman AFB, NM, in accordance with the specifications outlined in the Performance Work Statement (PWS) of the solicitation: 1.Perform annual load testing and certification of hoists and cranes listed in the PWF. 2. Perform preventive maintenance checks and services (PMCS) specified in the PWS on hoists and cranes listed in the PWS. These checks and services shall be performed twice each contract year, once in conjunction with the annual load testing, the second at least six months later. 3. Perform unscheduled maintenance on an on-call basis. The procedures for this maintenance are specified in the PWS. CLIN 0007 (and associated CLINs 1007, 2007, etc.) is to be quoted as a lump sum per call. CLIN 0008 (and associated CLINs 1008, 2008, etc.) is a reimbursable line item, and is not to be quoted by the bidder. Certification of Competence Para. 4.7.1. of the PWS specifies minimum competence and experience criteria for the contractor. Copies of certifications and documentation of having been in business at least three (3) years must be provided as part of the quote package. Failure to provide this documentation will be reason to reject the quote without further consideration. Evaluation The contents of a complete quote package are set out in the solicitation document proper (SF 1449) at FAR clause 52.212-1, and evaluation factors and methods are detailed at FAR clause 52.212-2. Both clauses are included by full text. Offerors are cautioned that their quote packages must be complete. The Government reserves the right to reject a quote package without discussion or clarification if it is incomplete. Offers are due no later than 1200 Mountain, 8 November 10, and must be sent to the Point of Contact (POC). Offers/quotes not sent directly to the POC will not be considered.
