THIS NOTICE CONSTITUTES AMENDMENT NO. 03 TO THE COMBINED SYNOPSIS/SOLICITATION FORCENTRAL CAMPUS COMPLEX AT THE KENNEDY SPACE CENTER FL.Companies shall acknowledge allamendment(s) in their proposal. This notice serves as the official amendment to subjectsynopsis/solicitation and a written amendment will not be issued.The purpose of this amendment is to provide the Government answers to questions.The due date for receipt of the proposal remains at 4:00 PM local time on October 28,2010. The following are the questions and the Government answers (1 through 26):1.Question:Do the 1 margin and 12 characters (minimum) per inch limitsapply to the SF330 form portion of the submittal? The form we typically use has narrowermargins and takes a smaller font in order to be able to get all the information on thepage for each section?Answer: The SF330 form is exempt from the margin and character size limits;follow the SF330 instructions for input into this form. The 1 margin and 12 characterper inch limits are applicable to pages formatted by the Architect/Engineering firm. Theunit of characters per inch is associated with mono spaced fonts such as Courier where12 characters per inch is equivalent to 10 point font.Use a legible font of size 10point or larger.2.Question:We are familiar with the SF330 form but wanted to inquire ifNASA/KSC has a version they have on line they would like firms that are submitting touse?Answer: There is no NASA/KSC specific version, use the standard form. The SF330form is available from multiple online government sources. One source is from the U.S.General Services Administration website: http://contacts.gsa.gov/webforms.nsf/0/21DBF5BF7E860FC185256E13005C6AA6/$file/SF%20330.pdf3.Question:We understand the subcontracting goals for the IDIQ include abreakdown of various types of small businesses. What is the total percentage smallbusiness type subcontracting goal for this solicitation? In reviewing the breakdown ofthe percentages listed by each small business type on page 5 it could have differentinterpretations for the goal. Is it a total of 9% SB participation or the combination ofthe breakdown percentages? Please clarify.Answer: The recommended Small Business subcontracting goal for the overall IDIQ contract(base and all options) is 9%.4. Question:I would like to verify that the 75-page limit includes both PartI and Part II forms.Answer: Yes, the 75 page limit includes both Parts I and II of the SF330.5.Question:Please define what responsibilities you expect for theproductivity analysis person.Answer: The A/E team needs to provide comparative analysis of the productivity ofKennedy Space Center personnel based on facility, siting, and master plan elements forexisting facilities and for differing treatments of new designs. This analysis may beused to monitor or justify design decisions to ensure Center and Agency goals andobjectives are met through the designs. 6.Question:Please clarify what the solicitation means by 12 characters perinch. Do you mean to say 12pt. font? And if so, the SF330 instructions indicate that theform was designed to use 10 point font. Font any larger than this does not work withinthe restrictions of the SF330 form. Please advise. Answer: See answer to question #1 above.7.Question: The solicitation states 'Font size shall not be smaller than 12characters per inch.' Did you mean 12 pitch, 12 point or actually 12 characters? Theremay be different results. For example, if you were to print a 10-point 'Courier' font,you will find that it prints 12 characters in one inch. If a fixed font is described as'12 pitch' you will be able to count 12 characters in each one inch space. Answer: See answer to question #1 above.8.Question: Are the Part II's (the prime firm and consultants) included in 75 pagelimitation? Answer: See answer to question #4 above.9.Question:Within the 75 page limits - What are the restrictions on numberof projects that can be submitted and number of pages per project?Answer: There are no restrictions on the number of projects submitted or on the number ofpages per project. The Architect/Engineering firm shall submit projects and descriptionsbased on what they feel best represent their firm for the purpose of this solicitationwithin the 75 page limitation.10.Question:Is a Subcontracting Plan required with the October 21 submittal?Answer: No. After the Governments evaluation of all proposals, apparent successfulofferors who are large businesses will be required to submit an acceptable IDIQ SmallBusiness Subcontracting Plan to the Contracting Officer to be eligible for award. 11.Question:The notice states: The A&E shall have design experience inmultiple computer modeling and design software systems required for facility design. Canyou be any more specific about the types of software you anticipate being required? Doyou have existing files with which the firm will need to work? Answer: Kennedy Space Centers existing facilities and systems have been designedutilizing a wide variety of software systems. Specific file format requirementsContractors shall use are as follows: Electronic file drawings shall be developed on aComputer Aided Design/Computer Aided Engineering (CAD/CAE) system. File format shall beDWG, DGN, DXF, or Intergraph-compatible. DrChecks is a government, Web-based designreview and documentation tool and shall be used to document and to disposition reviewcomments. Graphical Information Systems (GIS) data shall be compatible with GIS systemat KSC; the GIS file format shall be AutoCAD (version 14 or higher) DGN, MicrostationDGN format, DXF format, or ESRI GIS Shape file format. Prepare all specifications usingthe SpecsIntact (SI) software system and its associated texts; precedence of use shall beas follows: the KSC Local Mastertext, the NASA Mastertext, the Unified Facilities GuideSpecifications (UFGS) and other SI formatted texts. The SI software and mastertext areavailable for download at the SpecsIntact website:http://si.ksc.nasa.gov/specsintact/index.asp. The use of architectural design, structuralanalysis, energy analysis, short circuit analysis, mechanical design, civil design,electrical design, and other design software will be required to produce the finaldesign. Offerors shall describe their existing capabilities with various design softwaresystems.12.Question: Is there assistance available to help us identify Veteran-Ownedand Service-Disabled Veteran-Owned businesses? Do you have sources to help us find MBE,WBE and other small business firms?Answer: The following are websites which may provide assistance:http://www.vip.vetbiz.govhttps://www.bpn.gov/ccr/default.aspxhttps://www.fpds.gov/fpdsng.cmshttp://www.sba.gov 13.Question:Are we limited to showing 10 projects in section F of the 330form? Answer: See answer to question #9 above. 14.Question:The notices states: A page is defined as one side of an 8-1/2inch x 11 inch sheet of paper, with at least one inch margins on all sides. And, Fontsize shall be not smaller than 12 characters per inch. Do those parameters apply to theSF330 form, or only to supplemental information that we may include? Do you literallymean 12 characters per inch, or did you perhaps mean no smaller than a 12-point font?Answer: See answer to question #1 above. 15.Question:Do any of the existing facilities hold environmental permits andif so, which permits?Answer: Existing permits include a regional stormwater system, a potable water system,and a wastewater collection system. Additional permits or modifications to existingpermits will be required by design. 16.Question: Have hazardous building materials assessments (i.e. asbestos,lead paint, mercury) been performed for buildings that will potentially be renovated ordemolished and were abatement costs included in the cost estimates?Answer: A certain amount of limited testing has been performed on the facilities and isincluded in the total construction value mentioned in the synopsis/solicitation. A morein depth analysis and cost estimate will be a requirement of design. 17.Question:The solicitation mentions: Past performance on at least three(3) LEED Certified Projects Does past performance refer to the final LEED CertifiedRating achieved? Please clarify. Answer: No. Past performance (evaluation factor #1) and specialized experience in LEED(evaluation factor #5) will be evaluated separately. Section F of the SF330 states theA/E submit example projects which best illustrate their qualifications, the solicitationstates that of those submitted projects at least 3 shall have been LEED certifiedprojects. Past performance is based on the A/Es performance on these projects and anyother past performance data submitted in other sections of the proposal to include allcontract requirements, not just LEED. The total number of LEED certified projectscompleted and ratings achieved will be evaluated under specialized experience in LEED(evaluation factor #5).18.Question:Does the total 75 page limit apply to Part 2 of the SF 330? Answer: See answer to question #4 above.19.Question: Does the 12 characters per inch font size limitation apply to Part 2 ofthe SF330?Answer: See answer to question #1 above.20.Question:Usually the SF 330 Part II's are not included in the page countfor the SF 330. Is this the case for this effort; will the Part II's be counted towardsthe 75 page limit? Answer: See answer to question #4 above.21.Question:Given that 12 pt is a relatively large font size:a.Is the use of 10 pt font size in tables and graphics allowed? b.Would NASA consider reducing the font size to 11 pt fontthroughout the proposal documentation?Answer: See answer to question #1 above.22.Question:Is the cover letter included in the 75 page limit? Answer: Cover pages and tab pages are not counted towards the page total. Any informationdisplayed on these pages will not be evaluated. 23.Question: In the paragraph that reads: The A&E team shall have experience in differing types of wall/roof/floor construction,furniture layout, HVAC, plumbing, building control systems, specialized systems andlaboratories, industrial and institutional type electrical systems, grounding, lighting,lightning protection, fire detection and suppression systems, security systems, computernetworks, productivity analysis, environmental sustainability, energy conservation andconstructability. Please elaborate as to what is meant by 'productivity analysis.'Answer: See answer to question #5 above.24.Question:Can you please confirm whether Jacobs, who did the May 5th 2009Kennedy Space Center, Center Campus Study, will be allowed or will be precluded fromproposing on and being awarded this contract?Answer: This procurement will be conducted under full and open competition proceduresallowing maximum participation. A firm meeting the requirements of the NAICS Code andthe requirements of the combined synopsis/solicitation is eligible for award.25.Question:Can you provide us a summary statement on the scope of the masterplanning effort described in the RFP? Also, what is the status of the updates to the KSCmaster plan for the entire Space Center? Answer: The master planning effort involves the planned coordination of the layout of thefacilities and infrastructure throughout each individual phase of the proposed project. Master planning relates to the phasing of the project over multiple years and is NOT amaster planning effort for the entire Kennedy Space Center. Primarily this will includehow and when facilities are constructed and deconstructed, when and where personnel movestake place, evaluation of impacts during construction, and the interaction of buildingsand organizational functions as they relate to the Central Campus Complex that is beingdesigned.26.Question:The following statement is in the solicitation:The firm shalldevelop complete design packages. Does this include complete 100% design,specifications, construction documents and cost estimates or only Design/Build Requestfor Proposal documents?Answer: The type of construction design documents to be provided for each individual TaskOrder under the IDIQ contract will be defined in the Statement of Work for the TaskOrder.KSC uses fully developed design drawings provided by the A&E, includingconstruction details and prescriptive specifications for construction procurement (buildto print). If Design/Build procurement documents are required; the requirement will beindicated in the Task Order Statement of Work.Telephone or facsimile questions will not be accepted.End of Amendment 03.
