Abrams Tank Systems Market Survey DESCRIPTION OF INTENT The Program Executive Office Ground Combat Systems (PEO GCS), Program Management Office Heavy Brigade Combat Team (PM HBCT) is conducting a market survey to collect written information from industry to determine current market capability to integrate technologies into the Abrams Tank. The Army seeks to increase power in the Abrams Tank. The power management system will require an upgrade to enable the integration of future technologies. Respondents should be companies that have proven abilities as a vehicle system integrator and have the capability to integrate future technologies into the vehicle system. This survey is not intended to address individual technologies. GENERAL INFORMATION The submission of information in response to this market survey is for planning purposes only, and is not to be construed as a commitment by the U.S. Government to procure any items/services described herein, or for the Government to pay for the information received. Respondents that cannot answer all the market survey questions in this RFI need not respond. Receipt of an incomplete market survey will not be reviewed. As a condition of responding to this survey, it is a requirement that potential responders be a United States (US) company, and possesses the means to properly store and work on information and hardware classified at the SECRET/No Foreign Nationals (NOFORN) level. Participation in this market survey is strictly voluntary and the U.S. Government will not reimburse contractors for any cost incurred for their participation in this survey. All information is to be submitted at no cost or obligation to the Government. This is NOT a pre-solicitation notice. This notice does not constitute an Invitation to Bid or Request for Proposal and is not to be construed as a solicitation, and no award shall be made on the basis of this notice. There is no formal solicitation available at this time, no solicitation will be issued against this notice, and this request for information does not obligate the Government to issue a solicitation. Respondents to this market survey are specifically instructed to refrain from submitting any type of proprietary data, trade secrets, or other business sensitive information. MARKET SURVEY QUESTIONNAIRE Capability: System Architecture & Software 1) Describe your experience with developing/modifying military vehicle data bus architecture and 28VDC power management distributed systems to increase communications and power generation. 2)Describe your experience with the development and integration of Line Replacement Units (LRU), Slip Ring, and Computer Display Arrays addressing both the system and subsystem levels. 3)Describe your companys CMMI certification. Identify the division(s) in your company that currently holds that certification. 4)Describe your experience integrating communication systems hardware and antennas, and battle command systems in military vehicles. Please address the platform and complexity of the effort. 5)Describe your experience with the development and integration of a Battery Monitoring System on military vehicles. Capability: Auxiliary and Other 6) Describe your experience with the development and integration of Crew and Electronic Environmental Control Systems (ECS) on military vehicles. 7) Describe your experience in on-andoff platform vehicle health management (i.e. Diagnostics/Predictive Maintenance). 8) Describe your experience with Combat Crew Station Design to include Human Computer Interface, User Jury Evaluations and Workload Analysis. Address both vehicle and subsystem experience. 9)Describe your experience with the development and integration of an Auxiliary Power Unit on military vehicles. Capability: Tank Level 10) Please identify if you have a facility clearance and what level of classification you process at your contract facility. Describe how your company handles Classified, Sensitive Compartmented Information (SCI), and Special Access Program (SAP) data. Response must discuss information, facilities, materials, equipment, and personnel. 11) Describe your experience in Heavy Combat Vehicles (HCV) development and integration to include the weight class for a fielded military vehicle system. 12)Describe your experience in reverse engineering at the vehicle, sub-system and component level. Capability: Modeling & Simulation 13)Describe your in-house Modeling and Simulation capabilities and tools. Capability: Lethality 14)Does your company have experience designing/upgrading fire control systems for ground combat vehicles? Please provide specific examples of your experience including, but not limited to design/integration of primary sights, secondary sights, direct fire weapons, turret stabilization, weapon stabilization, laser technologies, fire control software, and electronic control boxes? Response should indicate if design was ever fielded into a ground combat vehicle(s). 15)Does your company have experience with integrating electric and/or hydraulic drive motors for turret stabilization? Please provide specific examples, including turret weight. 16)Does your company have experience integrating a large caliber direct fire weapon system (105-140mm) into a ground combat vehicle? Please provide specific example(s), including the outcomes of these efforts (fielded, in work, terminated, etc). Capability: Survivability/Force Protection 17) Describe your experience with integration of Hit Avoidance Sensors including laser warning receivers and gunshot detection devices. Capability: RAM 18) Does your company currently utilize an in-house reliability program plan per the DoD adopted industry standard GEIA-STD-0009? Please explain your process. 19) Does your company use the following reliability engineering and management tools: Failure Modes and Effects Criticality Analysis (FMECA), and reliability growth techniques (Reliability Growth Curves)? Please explain. 20)Does your company use a Failure Reporting Analysis and Corrective Action System (FRACAS) as part of your reliability program? Please explain your process for FRACAS. 21)Does your company focus on system reliability improvement during design, production, sustainment, or continuously? Please specify. 22)Does your company rely on test-fix-test-fix-test (TFTFT) processes to improve the reliability of a system (please explain your reliability improvement processes)? Capability: Test & Evaluation 23)Describe your in-house testing capabilities. How have you applied MIL-STD-810F? 24) Please describe your experience with Government testing requirements such as component qualification testing, writing technical reports, and Safety Assessment Reports using DI-SAFT-80102b? 25) What data analysis tools and data recorders for test and evaluation do you use? Give examples of how you have applied MATLAB and CAGE to data analysis. 26) Describe your Quality Management system (QMS). Is our company ISO 9001 certified? Capability: Logistics 27) Describe your organizations experience and capability in planning, establishing and managing an Integrated Logistics Support (ILS) Program that incorporates the following ILS Elements. This includes identifying computer-based tools/systems utilized: (1) Maintenance Planning (2)Manpower and Personnel (3)Supply Support (4)Equipment Support (5)Technical Data (6)Training and Training Support (7)Computer Resources Support (8)Facilities (9)Packaging, Handling, Storage, and Transportation (10) Design Influence 28) Describe your organizations experience, skill, and capability with developing (1) Logistics Product Data, (2) Logistics Product Data Summaries, (3) Logistics Management Information (LMI) using DoD adopted industry standard GEIA STD-0007 (Logistics Product Data) and military standard MIL-PRF-49506 (Logistics Management Information). Identify computer-based tools/systems utilized to manage and generate these product data items. Capability: General 29)PM Abrams is considering improving the Abrams M1A2 SEPv2 tank by adding additional capabilities. Technologies such as an auxiliary power unit, target acquisition sensor enhancements, survivability improvements, as well as, infrastructure changes to the power generation/distribution system may be included in future upgrades. In order to enhance the possibility of competition if the government proceeds with this requirement, what technical data, government furnished information, and/or hardware would you expect the government to provide to execute this type of effort?
