Description
Sources Sought: Department of Homeland Security Domestic Preparedness Equipment Training Assistance Program (DPETAP) The Pine Bluff Contracting Division is conducting Market Research to identify potential sources from the Small Business Hub Zone and 8(a) program for the Pine Bluff Arsenal (PBA) Domestic Preparedness Equipment Training Assistance Program (DPETAP).This is a Sources Sought Synopsis announcement; Market Survey for Information Only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The Proposed project will be a Firm Fixed Price contract. The Type of solicitation to be issued will depend upon the responses to this synopsis. No, reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and Qualifications of various members of the Small and Large Business Community to include Section 8(a), Historically Underutilized Business, HUB-Zone, Service-Disabled Veteran-Owned (SDVOSB) to compete and perform a Firm Fixed Price Contract. The Government must ensure there is adequate competition among the potential pool of responsive contractors. PBA is requiring that Offerors provide all labor, material, administrative support, Emergent Equipment, to include time and materials to support The Department of Homeland Security (DHS) Domestic Preparedness Equipment Training Assistance program, deliver technical data in accordance with the Statement of Work and provide the Tank Automotive Command (TACOM) Consequence Management (CM) data. The program focuses on providing assistance to state and local emergency response agencies and organizations in the areas of maintenance, training, capabilities, limitations, and technical information support of emergency equipment. Training is provided by DPETAP Mobile Teams at no cost to the jurisdiction in the form of Technical Assistance Visits (TAVs). A (TAV) consist of on-site training on selected courses from the DPETAP catalog. These TAV teams provide, training manuals, job aids, training equipment, instructional training on the operation and function of the equipment, hands-on equipment operation, detailed technical information, maintenance training, technical support and students completion certificates. The Government will provide office space, furnishings, office equipment, training equipment, training courses and transportation for the accomplishment of requested service. The contractor shall use Government furnished facilities, material or equipment to work on projects directed by the scope of work. Prior Government contract work is not required for submitting a response under the sources sought synopsis. All interested sources are asked to submit a capability statement expressing their interest (3 pages limit) in this requirement.
