Description
Scientific Support Services (I)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II)This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NFFKST00-11-00005PMF. (III)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular- Includes Amendments from FAC 2005-45. (IV)This procurement is unrestricted and open to all sources. The associated NAICS code is 611310. The small business size standard is $6.5. (V)This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN 00001: Provide a report on Deepwater Horizon Oil Spill Principal Investigator Workshop. (VI)Description of requirements is as follows: for CLIN 00001 CLIN 00001: Workshop Support for NOAA jointly sponsored Scientific Workshop, National Marine Fisheries Service Overview The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS)) is jointly sponsoring, with the National Science Foundation and the Office of Science and Technology Policy, a scientific workshop intended to provide recommendations for long-term science priorities and areas of investment for the Gulf of Mexico. Background The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), serves as one of three co-chairs of the Joint Subcommittee on Ocean Science and Technology. This Subcommittee brings together the federal agencies responsible for advancing ocean science and technology and promotes collaborations and partnerships between agencies, and with the external community. The JSOST is chaired by three agencies-NOAA, the National Science Foundation, and the Office of Science and Technology Policy. The NOAA co-chair is Dr. Steve Murawski, Director of Science Programs and Chief Science Advisor for the National Marine Fisheries Service. In light of the recent Deepwater Horizon (DWH) oil spill, the JSOST is sponsoring a workshop designed to bring together scientists who have been actively engaged in the DWH event to discuss initial results and provide feedback on potential long-term science and research needs in response to the event. Summary of Services The contractor will provide a report on Deepwater Horizon Oil Spill Principal Investigator (PI) Conference sponsored by the NSTC JSOST and hosted by University of South Florida held October 5-6, 2010. Support for a workshop report will promote effective collaboration and interaction among the individuals participation, both federal and non federal, with respect to the issues raised at the workshop: •Oil/dispersant‐extent and fate (e.g., air, surface water, water column, beaches, marshes) •Oil/dispersant‐impacts and mitigation in coastal environments (e.g., near shore, coastal living marine resources, shallow reefs, beaches, marshes) •Oil/dispersant‐impacts and mitigation in offshore environments (e.g., deep ocean habitats, protected and harvested species, essential food chain, deep coral systems, seep communities) •Oil/dispersant‐impacts and mitigation on human health and socio‐economic systems ( e.g., exposure, community vulnerability and resilience) •Use of in situ and remote sensors, sampling and systems for assessing extent, fate, impacts and mitigation of oil/dispersant. Travel Requirements The Contractor will be required to travel locally and attend the conference in person. The purpose of the travel is to transit to and from the venue from their place of work. As this is local travel only, no additional costs will be supported. Evaluation Criteria Award will be based on experience, past performance, and price. The Government will evaluate quotations based on the following evaluation criteria: 1) Experience - please provide summaries of evaluation of past workshop for research scientists and engineers. 2) Past Performance - the RFQ shall include no fewer than two (2) references, including address, phone number, and point of contact. Past performance will be evaluated in terms of timeliness, attendance, and general professionalism. 3) Price Offers will be evaluated based on price and the factors set forth above and award will be made to the firm offering the best value to the Government. Deliverables The Contractor shall evaluate the meeting information and develop a report based on the plenary and reports from the breakout groups held during the course of the workshop. The draft report is due to NMFS no later than 60 days from the conclusion of the conference (October 6, 2010). Comments from NMFS will be provided to the contractor within 30 days from receipt of draft report. The final report is due to NMFS NLT 30 days from receipt of NMFS' comments. Provide to NMFS 200 color copies of the final report in bound format. In addition, an electronic copy should be provided in either Microsoft Word or Adobe PDF formats. Period of Performance Four months from date of award. Paragraph (a) is hereby completed as follows: 1) Experience - please provide summaries of evaluation of past workshop for research scientists and engineers. 2) Past Performance - the RFQ shall include no fewer than two (2) references, including address, phone number, and point of contact. Past performance will be evaluated in terms of timeliness, attendance, and general professionalism. 3) Price Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, offeror Representations and Certifications - Commercial Items (OCT 2010) with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision.
