Description
This is a sources sought announcement and is issued for information and planning purposes only. This notice is not a solicitation announcement and will not constitute any commitment by the Government. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information or materials furnished in response to this sources sought notice. A market survey is being conducted to gain knowledge of potential qualified Small Business HUBZONE sources to determine if they can effectively compete for award of an Operation and Maintenance contract Government Owned Facilities at Carters Lake in Oakman, GA. Only Small Business Hubzone firms shall respond to this notice. The U. S. Army Corps of Engineers, Mobile District is seeking potential sources with the capabilities to provide mission support services. The technical requirements in the scope of work include: daily operations, maintenance and repair of Government owned facilities, vehicles and equipment, planning, programming, administration, supervision, maintenance of accurate and complete records and files, quality control inspection, management of personnel, providing materials, supplies and parts. The contractor shall assure that all services are conducted in accordance with the scope of work, all applicable laws, regulations, codes or directives. The government contemplates awarding a cost plus award fee contract resulting from a future solicitation. Sources are being sought for firms with a North American Industry Classification System (NAICS) code of 561210. The size standard for which is a concern, including its affiliates whose average annual gross revenue does not exceed $35.5 million for the past three fiscal years. Firms interested in performing this requirement may reply to this Sources Sought announcement and shall provide the following: (1). Capability Statement (limited to 6 pages in length, single-spaced, 12 point font minimum) to include: (a) company name, address, primary point of contact and phone number, company DUNS number and CAGE code; (b) positive assertion indicating registration in the Department of Defense, Central Contractor Registration (CCR) database (http://www.ccr.gov); (c) demonstrate the ability to perform the requirement. This statement should specifically describe your firms ability to provide adequate resources, discuss your firms accounting system and ability to tract cost and your purchasing system process in performance of the task. (2). Relevant Experience (limited to 3 pages) of at least 2 projects similar in nature, scope and complexity, citing dollar value (preferably $8M and greater) within the last three years. Information shall include contract number, award date, indicate whether a prime contractor or subcontractor, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced is relevant to the scope of work. Additionally, discuss your experience in handling Government Furnished Property. All interested small business Hubzone firms capable of providing these services are encouraged to respond to this Sources Sought announcement via email by submitting their responses to Alisa C. Murray, Contract Specialist at alisa.c.murray@usace.army.mil by 02 November 2010, 1600 Local (Mobile) time. In the subject line of your email state: Carters Lake O&M. Please send your responses in PDF or word format. Proprietary processes or data must be clearly marked and documented as such. Submittals furnished will not be returned to sender.
