Description

FISC ™s intent to process this procurement on a sole source basis; manufacturer is International Business Machines Corporation (IBM), Gaithersburg, MD. IBM is the only authorized reseller. The U.S. Joint Warfare Analysis Center (JWAC) has a requirement for the renewal of the maintenance for existing CPLEX software. The annual software maintenance is required to keep software up to date and to provide technical support when needed. The maintenance must be compatible with the existing CPLEX products. As such, only IBM can provide the required maintenance. Period of Performance is 01 November 2010 through 31 October 2011. The proposed contract action is for supplies which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested offerors may identify their interest and capability to respond to the requirement or submit a capability statement. This notice of intent is not a request for competitive proposals. However, all capability statements received by 25 October 2010 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
