Description
PRESOLICITATION NOTICEThe National Park Service (NPS) anticipates soliciting for quotes and awarding a construction purchase order for the rehabilitation of the Apgar Bike Path in Glacier National ParkA) Offerors: All responsible sources may submit a proposal which shall be considered by the National Park Service. Award is not restricted to small businesses. The NAICS code for this acquisition is 237990, the size standard is $33.5M. This project is being solicited and awarded in accordance with the Small Business Competitive Demonstration Program, Public Law 100-656.B) Brief Project Description: Statement of Work: Apgar Bike Path, PMIS 164455 Contractor shall furnish a unit price for all labor, equipment and materials for each the following:1. Contractor and NPS will jointly walk and mark existing pavement to agree on quantities prior to the start of work.2. Provide unit price ($/SF) for removal and replacement of approximately 12000 square feet of asphalt paving, two inches +/- thick, replacement paving to meet specification 02777, Bituminous Walks (will be attached to solicitation); with existing pavement to be removed by saw cutting edge. Contractor will seal edges with tack coat. Bid equals unit price x 12000, actual quantities may vary by fifteen (15) percent plus or minus.3. Provide unit price ($/LF) to prune roots at the edge of the paving, as marked, to a depth of 18 inches, approximately 3000 linear feet and provide and install root barrier, Bio-Barrier or equal, at locations where roots have been pruned. Trench width for root pruning will not exceed six inches, contractor will take care to restore the topsoil in the trench and leave the site ready for planting. Bid equals unit price x 3000, actual quantities may vary by fifteen (15) percent plus or minus.4. Work must be completed prior to May 27, 2011. During hours of construction contractor shall close the section of path under construction, sections listed below. Contractor will provide for pedestrian and bicycle bypass of the construction work zone after work hours. Sections are: A, Camel Hump to Going to the Sun Road (~1456 feet); B Going to the Sun Road to Waste Water Treatment Plant Road (~632 feet); C Waste Water Treatment Plant Road to Camas Road (~5956); D Camas Road to School House (~664 feet) C) Estimated Price Range: Between $100,000 and $250,000.D) Schedule: All dates are tentative and may change. Issue Request for Quotes Noverber 4, 2010; Quotes due November 19, 2010; Award contract November 20, 2010;E) Solicitation: The NPS anticipates issuing the Request for Quotes (RFQ) in November 2010. The RFQ and future amendments will be available, without charge, through www.fbo.gov. Enter the solicitation number Q1435110012 in the search block. F) Plans and Specifications: The NPS anticipates construction documents will also be available in November 2010. Contractors will be able to obtain an electronic copy of the project specifications and drawings by download through the fbo.gov portal.G) Proposed Contract Type: Firm fixed price contract with unit pricing. H) Proposal Evaluation Criteria / Factors: Award will be made to the Offeror presenting the best value to the Government. Selection will be based on price and past performance.
