- This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential qualified Small Business Administration (SBA) certified: 8(a), HubZone and Service Disabled Veteran-Owned firms relative to the North American Industry Classification Code (NAICS) 813312 (Environment, conservation and wildlife organization). The U.S. Military Academy West Point NY is seeking sources capable of providing all labor, material, equipment, tools, transportation and management necessary to Survey the ridge running northeast from NYS Route 6 to Lake Georgina for wintertime bald (Haliaeetus leucocephalus) and golden (Aquila chrysaetos) eagle use, as well as record incidental raptor and other bird use at the United States Military Academy (USMA), West Point, NY. While eagle use of the reservation is well documented on other parts of the reservation during the winter, this portion remains unstudied. Interest in the development of this site requires survey to document conditions. Survey for summer bald eagle use following the fledging period. The recent establishment of a nest near the island requires USAG West Point to seek information on the summer habits of eagles using the reservation in summer. Study Area. a. Training Area P at the USAG West Point, located in the Town of Woodbury, NY. b. Constitution Island and Marsh. Interested sources are requested to submit an email delineating qualification, capabilities, and experience for providing these services. Sources must sufficiently demonstrate the capability to perform these services and must provide detailed experience and qualifications in all previous work pertinent to this effort. Please include your business size with your submittal. This is not a Request for Proposal or an announcement of a solicitation and no solicitation package exists at this time. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. The applicable North American Classification System (NAICS) Code for this requirement is 813312 and the small business size standard in millions is $7.0. Responses due are to be submitted by e-mail to lorie.rizzo@usma.edu. The information requested must be received no later than 4:30 pm Eastern Standard Time on 26 October 2010.
