- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular (FAC). The solicitation number for this request is F11PS00038A, and the solicitation is issued as a Request for Quotation (RFQ). This solicitation is issued as Full and Open Competition. The NAICS 325212: Synthetic Rubber Manufacturing, Size Standard in Number of Employees 1000. Introduction The Uvalde National Fish Hatchery utilizes ponds to promote Fish habitat populations. This solicitation is to acquire Pond Liners that will be installed on various ponds by site personnel. Scope of Work: The pond liners should have the following specifications unless variations are noted: CLIN 0001: 1.Thickness: 1.14 mm (0.045") EPDM Liner Material; 0.3 lbs per Sq. Ft (min.); 180 lbs/in (min), tear resistance: 120 lbs (min), puncture resistance: 50 Lbs (min), Note: Each pond would require the linear material to be 250 feet by 300 feet (i.e., 7,500 Sq. Ft.). 2.Total Square Footage Required: 225,000 or a total of quantity of 3 x 7500 square feet 3.Widths: 10 to 20 feet (depending on price variation) - Site Official will determine which bid suits their needs 4.All installation materials such as; taping strips, primer, and adhesive for onsite personnel to install the liner shall be included in the price for the total square footage. Materials not noted but, deemed required should be included in the contract price for consideration by site personnel. CLIN 0002: 1. Polymer Boots (6" diameter): Quantity of 12 to be priced separately CLIN 0001 includes shipping and accessories and a twenty year pro-rated warrantyThe Government intends to issue a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation's requirements and would be most advantageous to the Government with regards to price and meeting specifications. Factors used to evaluate offers shall be: 1) Price 2) Warranty Prices must include all costs for furnishing all labor, materials and equipment necessary for the supply, delivery to Place of Performance.
