Description
This is a Request for Information (RFI) for program planning purposes only. No formal solicitation for this work exists at this time. The Bureau of Reclamation (Reclamation) is in the process of obtaining information from industry to further refine both the project requirements and associated Statement of Work (SOW) for the electrical rehabilitation of the Low Voltage Station Service Switchgear at Headgate Rock Dam hydro-electric power plant. The plant is operated by the Bureau of Indian Affairs. The existing low voltage station service switchgear has a faulty synchronizing transfer switch and aging circuit breakers and associated cradles. Reclamation is seeking a hard bus retrofill as well, but keeping in place the existing station service enclosure. The original equipment manufacturer of the switchgear is the Asea Brown Bovari (ABB) Company. Interested parties are invited to voluntarily provide information, product data, recommendations, considerations, rough cost estimates, and questions related to the required Hard Bus Retrofill of the existing low voltage station service switchgear. The data provided will assist Reclamation with refining the project requirements and SOW. Interested parties may include, but are not limited to, vendors, and commercial and government customers. Drawings of Service Switchgear will be provided by CD upon request. Please send request to Shawn Smith at ssmith@usbr.gov. Vendors will be required to sign a Receipt and Responsibility form prior to release of the drawings. Request for drawings and return of Receipt and Responsibility must be submitted by 4:00 P.M. October 27, 2010. CD of drawings will be sent USPS; or by FedEx with vendors provided account number. Site visits for Questions and Answers, and to review the existing switchgear can be accommodated with prior notice. Goal/Requirements of the Low Voltage Station Service Rehabilitation:1.Repair of the faulty synchronizing transfer switch.2.Replacement of the LK Type circuit breakers with commercially available circuit breakers that are electronically operated and with state-of-the-art technology for the trip units. A quantity of ten (10), model number LKE 800 EO/DO load circuit breakers and a quantity of three (3) model number LKE 1600 EO/DO main circuit breakers need to be replaced.3.The existing circuit breaker carriages and interlocks need to be replaced with a design that does not alter the existing cell or cubicle structure at all, and does not alter the existing control system. 4.New circuit breaker operator controls need to be provided.5.New Cell doors are required to easily provide access to the circuit breaker controls and display.6.Overall, a new Hard Bus Retrofill is sought that replaces the aforementioned equipment within the same existing circuit breaker cabinets or cubicles, and with the same overall enclosure in place. The response to this RFI should include:1.Name, address and contact information of party submitting a response to the RFI.2.Description of vendor capabilities and commercial terms and conditions.3.Comments, suggestions, questions related to the project requirements.4.Comments and recommendations on the project requirements or goals that will assist Reclamation with further enhancement of the SOW that will provide for optimum competition among commercial sources and enhance the Government's ability to obtain a fully functional, quality, commercially available, and safe overall system, at reasonable prices.5.Best practices for the design and specification of commercially available hard bus retrofill with associated upgrade of the circuit breakers, cradles, and controls and other aforementioned items, for application in a hydro-electric power plant such as Headgate Rock Dam.6.Description of technical challenges and approaches to achieve the above goals.7.Product data, drawings, etc. of commercially available hardware to achieve the aforementioned Goals/Requirements.8.Rough estimates or order-of-magnitude for the fabrication and installation of the stated hardware for budgetary purposes only.. This RFI is issued for information only. Respondents are advised that Reclamation is under no obligation to acknowledge receipt of the information received, or provide feedback to respondents with respect to any information submitted under this RFI. Responses are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI are to be submitted no later than November 2, 2010. All responses to this RFI shall be submitted to Shawn Smith/LC-10218, Procurement Tech or Denise Colwell/LC-10210, Contracting Officer, P. O. Box 61470, Boulder City, NV 89006-1470 or via email address: ssmith@usbr.gov or dcolwell@usbr.gov. All questions related to this RFI shall be submitted in writing to the email address above and shall include an email address of the requestor. When it is determined that a formal solicitation will be issued, a pre-solicitation notice will be posted on Federal Business Opportunities web site at http://www.fedbizopps.gov/.
