Description
7. Are services only to be performed at COP Najil? Response: Yes, services are only needed on the COP. 8. How many guard towers are located on COP Najil? Response: There are 3 Guard Towers that will be manned by the ASG. This is a correction to response #4. 9. How many guard towers will be jointly occupied by both the US Military and contractor personnel? Response: None 10. Paragraph 4.1.4 states that the contractor shall assist in any relocation or improvements to the force protection equipment at guard positions. Will the USG reimburse the contractor for any additional costs associated with material, MHE, or labor required to support this provision as needed? Response: No. USG will make all improvements. Contractor will make suggestions/recommendations. 11. Are there any positions outside the perimeter of COP Najil that are required to be manned by the contractor? Response: All positions are located inside COP. 12. If there are positions required to be manned outside the perimeter of COP Najil: Response: There are no positions that require manning outside the COP. 13. What is the perimeter size of COP Najil? Response: Approx : 300 hundred by 500 meters 14. How many crew served weapons are required in support of this solicitation? Response: A minimum of two CSW should be furnished. 15. How many NVGs are required in support of this solicitation? Response: ASG do not conduct tower guard at night unless directed by the new unit. NVG's will not be needed. 16. How many repeaters are required in support of this solicitation? Repsonse: No repeaters should be needed. 17. The PWS does not indicate the total number of personnel required in support of this solicitation. The PWS states that 1 x US/NATO Expat with Secret Clearance (Site Manager) is required as well as 1 x Liaison Expert. The PWS references guards and Security Guard Supervisors, but does not state the numbers required. Response: Contractor will determine appropriate maninning in submitted proposal to adequately meet the requirements set for in the Statement of Work. The Statement of Work does not dictate nationality of the Site Manager. It states "At a minimum, the Site Manager must be able to fluently speak and write English and have a valid U.S. secret or higher clearance or NATO equivalent. " 18. Paragraph 5.6 states that all guard will be medically screened at no cost to the Government. Does this indicate that the USG will medically screen personnel in support of this solicitation? Response: No. Contractor will do all medical screening. 19. Paragraph 6.4.5 states that all guard will be medically screened for PD/TB at no cost to the contractor or contract employee. Will the USG be performing this screening during the mobilization period? Response: Yes. We can provide TB screening. All other x-rays will be done by contractor. 20. Is the contractor expected to provide a medic to meet the requirements in section 6.5.5 of the SOW? Response: No 21. Will the USG provide a kitchen and dining area for LN food preparation & dining? Response: The USG will provide a kitchen and dining area for LN food preparation and dining. 22. If the USG will not provide a kitchen facility and dining area, will the USG provide real estate, prime power, water, and septic services for contractor provided kitchen facility? Response: The USG will provide a kitchen and dining area for LN food preparation and dining. 23. Will the USG provide DSN and NIPR access for contractor's TOC to be utilized by Expat personnel? Response: Currently, there are only 2xNIPR computers on the COP which are used by supply and command groups. There is no bandwidth available for any more computers. 24. How many days will be allowed for mobilization of this contract? Response: USG anticipates that the contractor will have approximately 30 days to mobilize after date of award. Guards must be in place No Later Than 1 December 2010. 25. Will the USG assist the contractor by providing MILAIR for sensitive items from Kabul to COP Najil (i.e. weapons, NVGs, secure radios, and body armor)? Response: Contractors may be able to fly space available on military air if avaible, at established rates, if required. 26. How vehicles are required in support of this solicitation? Response: Contractor will determine transportation needs. 27. What type of fuel is available on the site? Response: Diesel/JP8 is available on the COP. There is a minimal supply of MOGAS. 28. Will the USG provide laundry facilities for contractor personnel? Response: There are no laundry facilities for ASG at COP Najil. 29. If the USG will not provide a laundry facility, will the USG provide real estate, prime power, water, and septic services for contractor provided laundry facility? Response: Water, and real estate are not available. 30. Will the USG provide inspection mirrors and metal detectors in support of this solicitation? Response: USG will provide only items specifically mentioned in the statement of work. 31. If the USG will not provide inspection mirrors and metal detectors, how many is the contractor required to provide? Response: The contractor is required to determine the amount of equipement necessary to accomplish the requirements of the statement of work. 32. Is there an incumbent? Response: Yes there is an incumbant contractor at COP Najil. 33. Governments guard shift preference (3 x 8 or 2 x 12 hours) Response: Contractor will determine guard shifts to meet the requirements of the statement of work. 34. Special equipment requirements Response: Contractor will determine what equipment is needed to meet the requirements of the statement of work. 35. Will government supply showers and latrines for guard force? Response: Yes,Civilians shower on U.S. mil side of the COP. LN's typically shower on the ANA side. 36. Is there a shooting range contractors may use for training? Response: Yes there is a 25M range.
