Description
This sources sought notice is issued for information and planning purposes only. This announcement is not a Request for Proposals (RFP) and does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time. The purpose of this notice is to conduct market research and to invite potential sources to submit detailed capability statements for the work described in this announcement. Background: The U.S. Department of Commerce, National Institute of Standards and Technology (NIST), Office of information Systems Management (OISM) Enterprise Systems Division (ESD) is responsible for providing system administration for all enterprise servers and scientific computing systems for NIST. ESD must ensure the capability to maintain critical business functions and restore normal operations in the event of a disruption or interruption to automated information system or network services. NIST's current disaster recovery program includes several key components - - (1) regularly scheduled system backups and off-site storage of magnetic tape media; (2) use of a commercial hot site vendor's three alternate sites and systems to conduct regular test exercises and recover designated critical systems at time of emergency; and (3) use of an automated disaster recovery planning software tool to maintain a disaster recovery plan. Information Requested: NIST seeks to identify sources with the capabilities to work with ESD to develop alternate site planning and preparations for the protection of those systems deemed critical by NIST management such as FISMA compliance, Department of Commerce Information Technology Security Policy, and NIST Information Technology Security Policies. The anticipated solution will require a Contractor to: • Be scalable and flexible to meet the agency needs and accomplish those in a cost effective manner; • Provide operational, technical, training, documentation, and consulting disaster recovery support services and the ability to provide and maintain physical facilities, equipment, communications, network services to NIST, electrical power, heating, ventilation and air conditioning, security, office and storage space, and supplies for three (3) separate disaster recovery site locations within a 50 mile radius of NIST Gaithersburg, MD for twenty-four (24) hours a day/ seven 7 days per week ; • Process data backups and interfaces between NIST's Gaithersburg, MD and Boulder, CO sites; and • Conduct regular test exercises and technical assistance before, during, and after all COTR designated testing of all NIST disaster recovery facilities, equipment, and processes at the Contractor's facility to ensure that the recovery plans will be implemented successfully. Sources that have recent and relevant experience as a prime contractor in the aforementioned areas are encouraged to respond to this notice with a detailed capability statement of a maximum of ten (10) pages. The written response must include the following: 1. Your company name, address, phone number, and phone number and email address(es) for point(s) of contact. 2. Detailed description of disaster recovery services performed by your company as a prime Contractor within the past 5 years. These services could be for any organization, but should only address the ability to provide facilities and storage to support customers of up to 3,000 employees.. Include contract/order number, period of performance, and total dollar amount of the contract/order and customer point(s) of contact (name, phone number, email address). 3. Size of your company in terms of total current number of employees under NAICS 541519. If your company is a subsidiary of another company, list the total revenue and number of employees for the parent organization and all subsidiaries. If your company is an 8(a) concern, a HUBZone small business concern or a Service-Disabled, Veteran-Owned Small Business under NAICS 541519 (size standard $25.0 million), please also indicate so and your current size under this NAICS. 4. If your company has its own GSA Federal Supply Schedule contract that includes disaster recovery services in its scope, provide your GSA Federal Supply Schedule Contract Number. Mere expressions of interest without providing the above requested details will not be considered a valid response to this notice. All responses to this notice shall be emailed to Janine Kerns at janine.kerns@nist.gov with the subject line "Disaster Recovery" so that they are received at that email addresses no later than the response date for this notice.
