- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, DISA website located at http://www.navsea.navy.mil/nswc/crane/working/contracting FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the DISA webpage can serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center has a requirement for Tech Refresh Kits used in the AN/SPS-73(V)12 Radar System in accordance with NAVSEA Specifications as noted and the Statement of Work which applies to all CLINS. The following CLIN Structure for the firm-fixed price contract consisting of a one-year basic contract and four one-year options: CLIN 0001 Tech Refresh Kit, Grade A shock (MIL-S-901D) qualified, for U.S. Navy ships utilizing the AN/SPS-73(V)12 Radar System MIN 10 MAX 150 CLIN 0002 Tech Refresh Kit for U.S. Coast Guard ships utilizing the AN/SPS-73(V)12 Radar System MIN 10 MAX 108 CLIN 0003 Installation and Check Out Kits for U.S. Navy and U.S. Coast Guard ships utilizing the AN/SPS-73(V)12 Radar System MIN 1 MAX 8 CLIN 0004 Data (Exhibit A) In accordance with DD Form 1423 This solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304 (c) (1), available only from the original source in the case of a follow-on contract. Offers will be solicited from Raytheon Company, Portsmouth, RI 02871. A non-commercial, firm fixed price contract is anticipated. Delivery will be FOB Destination at NSWC Crane, 6 months after issuance of orders. Inspection and acceptance will be at destination. The solicitation will be available on or about 14 February 2011 at the three websites listed above. Interested parties can download the solicitation from the three websites listed above, for no hard copies of the solicitation will be mailed. The solicitation closing date will be on or about 14 April 2011. Interested parties may obtain copies of Military and Federal Specifications and Standards from the DOD Single Stock Point (DODSSP) in Philadelphia, PA. Most documents are available in Adobe PDF format from the ASSIST database via the internet at http://assist.daps.mil. NAICS Code 334511; FSG Code 5840. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of Offerors to download the RFP and to submit offers to the POC at NSWC Crane to be considered. This is not a Request for Proposal.
