Small Business Set-Aside
The U.S. Army Corps of Engineers St. Paul District intends to issue an Invitation for Bid (IFB) for the emergency repair of levee and storm water drainage features that were damaged during a September 2010 high water event on the Blue Earth River in South Bend, Minnesota, Blue Earth County. Project work includes but is not limited to removing and replacing damaged 48, 54, and 24 reinforced concrete storm water drainage pipes; excavating and rebuilding the levee section (includes excavating and placement of impervious fill, riprap, and bedding); removing, repairing, and reinstalling three pumps in a nearby pump station; removing sediment deposits; restoring the site (includes 4 topsoil and seed and 6 aggregate surface); and removing 18 corrugated metal pipe from Manhole 26 to the river. To be eligible for award of this project, bidders must attend a mandatory organized site visit on or about the morning of 25 October 2010. Exact meeting location is forthcoming. The procurement is a 100% set-aside for small business concerns. The estimated price is between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) Code is 237990. The Small Business Standard Size is $33.5 million. The solicitation, including specifications and all other documents related to this procurement, will be available on the Federal Business Opportunities website (www.fbo.gov) on or around 21 October 2010. All responsible sources may submit a bid which shall be considered by the agency. The tentative date for opening bids is 27 October 2010. Work is tentatively scheduled to begin on 01 November 2010 and all submittals are required prior to commencement of work. The estimated date for completing contract performance is 01 December 2010. It is the responsibility of interested parties to monitor this site for the solicitation and amendments.
