Description
Request for Information - Information Technology Innovation Program Introduction This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. The purpose of this Request for Information (RFI) is to identify qualified contractors who are able to meet VA's requirements, determine if commercial items are available or, could be modified to meet VA's requirements, determine the appropriate contract type i.e., firm fixed-price or cost-reimbursement or time and material, understand commercial pricing practices and other market information readily available. The Veterans Health Administration (VHA) is seeking potential sources to enter into a contract for, Innovation # 291 - Information Technology Innovation Program Veterans Health Administration together with VA's Office of Information and Technology is sponsoring an Information Technology Innovation Program. This RFI seeks to achieve the following goals: 1) identifying possible methods for capturing medical device use data for acute care patients, 2) identify the pros and cons associated with specific methods to measure medical device use and 3) development of a prototype system to capture medical device use data for acute care patients in the Veterans Affairs Electronic Medical Record (VA EMR). Requirements "VA is seeking sources who can: 1) demonstrate substantial previous expertise in the field of medical informatics, specifically including the successful development of applications using natural language processing and machine learning, 2) demonstrate substantial previous expertise in the development and implementation of software for the VA electronic medical record (VistA/CPRS), and 3) be capable of working closely with the ultimate users of the prototype system to ensure a full understanding of the users' needs. Substantial expertise may be demonstrated by accepted manuscripts in the peer reviewed medical informatics literature and/or examples of software which has been adapted for use within a health information environment. Performance shall include the following: "Perform focus groups, or similar data gathering methods, to develop a full understanding of the needs of the users and other VA staff who will manage the system. "Develop at least 3 unique, feasible methods for measuring the incidence and period prevalence of medical devices among patients hospitalized for acute care at a VA facility. The system must be capable of capturing and storing individual patient level data and capable of aggregating the data by geographic (i.e., patient wards, specific hospitals, etc.) and time (i.e., specific days, weeks, months). "Develop a process for the storage, analysis and reporting of medical device use data. "Rank the different methods according to the following performance characteristics: oData accuracy oEase of integrating the system into the current VA EMR enterprise-wide oAbility of the system to function with VA HAIISS and commercial infection prevention software (e.g., TheraDoc, MedMinded, etc) "Develop a composite prototype software system with a CPRS/VistA, web-based or other user-friendly front-end compliant with VA information security needs. Advocacy and maintenance of standardized lifecycle processes for VA tasks and projects shall also be provided. Certain tasks shall be performed at The VA Connecticut Health Care System Medical Center located at 950 Campbell Avenue, West Haven, Connecticut 06516 and at contractor facilities The Government anticipates a firm-fixed price (FFP) contract. In the event VA proceeds to a formal request for proposals, VA reserves the right to consider alternative engagement models. Submittal Information The Government is open to considering teaming and prime/subcontractor relationships for this effort. If interested, please submit a Capabilities Statement, limited to ten (10) pages for your company, your teammates and or subcontractors and also denote the business size for North American Industry Classification System (NAICS) Code 541990. Please include company name, company address, and DUNS Number (if applicable). Also, please indicate if you, your teammates and/or subcontractors are a Service Disabled Veteran Owned Small Business or a Veteran Owned Small Business. Respondents should address the following questions: 1.Capabilities/Qualifications - Description of the capabilities/qualifications/skills your company possess to perform the work outlined above in the Requirements paragraph. 2.Teaming Arrangements - Description of Teaming Partners, Joint Ventures that your company would consider to perform the work. 3.Price information - Provide your commercial price history and rough order of magnitude for the same or similar products/solutions. 4.Other Market Information - Provide any other relative information, however this information must be included within the 10 page limitation.
