- ORCA Attachment C-Past Performance Form Attachment B-Price List Attachment A-Capabilities RFQ-BPD-11-0009 The Bureau of the Public Debt (BPD) is issuing solicitation RFQ-BPD-11-0009. This solicitation is anticipated to result in a single firm fixed price award. Offerors shall propose to provide training services for the following courses: 1. Subversion for Developers - Standard (Version 1.6) 2. Subversion for Administrators - Advanced (Version 1.6) Proposals shall be submitted electronically to BPD at PSB2@bpd.treas.gov on or before 12:00 p.m. ET, 10/29/2010 reference RFQ-BPD-11-0009 Attn: TAYERS. It is the Offeror's responsibility to confirm timely receipt of the proposal by calling 304-480-5366. Proposal shall include the following information to be considered complete: Offerors shall submit one electronic copy of Volume I (Written Technical Proposals) and Volume II (Written Price Proposal) as separate attachments, by the due date. It is the Offeror's responsibility to ensure/confirm timely receipt of the proposal. The Offeror assumes full responsibility for ensuring that it is in accordance with BPD security requirements. The following file extensions are not allowable and proposal materials and/or data submitted with these extensions cannot be considered:.bat,.cmd,.com,.exe,.pif,.rar,.scr,.vbs,.hta, and.cpl. Files may by "zipped," however, the file must be renamed, as.zip extensions will be quarantined by BPD Security and we cannot guarantee that they will be delivered by the date and time listed in Block 8. Offerors must complete the attached, "Offeror Representations and Certifications Commercial Items (August 2009)" and be a small business under NAICS code 611420 or they can complete it online at http://orca.bpn.gov and either return the manual copy or reference that the online certification was completed in their proposal. Offerors must be registered and have an active status in the Central Contractor Registration (CCR) online data base at https://www.bpn.gov/ccr/default.aspx prior to the award effective date as a small business under NAICS code 611420. Questions regarding this solicitation shall be submitted in writing by 10:00 a.m. ET, Friday, 10/22/2010 to psb2@bpd.treas.gov reference "RFQ-BPD-11-0009 Attn: TAYERS" Questions submitted after this deadline may not be answered. Any questions and/or comments received are not considered proprietary and will not be protected by the Government. You are prohibited from communicating directly with BPD personnel about this procurement action. Offers are not solicited from firms debarred, suspended, or proposed for debarment. Ineligible firms shall consider this an informational copy only. Interested offerors may register at http://www.fedbizopps.gov to receive notification when the solicitation and any amendments are issued and available for downloading.
