- This Invitation for Bid (IFB) is restricted in accordance with 10 USC 2473, to the three firms comprising the Small Arms Production Industrial Base, Colt Defense LLC, FN Manufacturing Inc. and General Dynamics Armament and Technical Products. This action will result in a firm fixed price, two year Indefinite Delivery Indefinite Quantity (IDIQ) type contract. FOB is origin. The guaranteed minimum quantity for the Upper Receiver is 10,000 each with a maximum contract quantity of 28,000 each. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore hardcopies will not be provided. Vendors wishing to obtain an electronic copy may download it on or after the issue date by accessing the following address via the internet: https://aais.ria.army.mil/aais/Padds_web/new_src.html Note that TACOM prepared a request for waiver from the restriction in 10 USC 2473 for the M4/M4A1 Carbine components (bolts, barrels and receivers). If the waiver is approved, competition will be full and open to the extent permitted by the Colts License Agreement. This solicitation is deemed a bridge buy until a waiver is approved for the M4/M4A1 carbine components. The 10 USC 2473 waiver approved on 28 June 2010 by the Under Secretary of Defense For Acquisition, Technology and Logistics was for the M4 Product Improvement Program (PIP) and did not include the M4/M4A1 carbine components. CAUTION: This solicitation will be issued electronically as well as any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening may render your bid or proposal nonresponsive and result in the rejection of the same.
