- This is a Sources Sought/Request for Information (RFI) only. This Sources Sought synopsis is not a request for proposals (RFP), and is not to be construed as a commitment by the government to issue a solicitation or ultimately award a contract. This is for planning and market research purposes only and shall not be considered as an obligation on the part of the Government to acquire any products or services. Responses will not be considered as proposals, nor will any award be made as a result of this synopsis. No proprietary data should be submitted in response to the synopsis. Any submissions will be considered to be public information. Responses will not be returned. The Defense Logistics Agency (DLA) Energy, Storage Contract Division, Bulk Petroleum Business Unit - BYB seeks to identify responsible potential sources and obtain information regarding possible suppliers who can provide the necessary facilities and services to receive, store, and ship U. S. Government-owned petroleum products, specifically commercial grade Jet-A (ASTM-D-1655), on the U.S. East and Gulf Coasts. Interested parties should respond to the following: 1. PRODUCT TO BE STORED: Jet-A/commercial specification ASTM-D-1655 2. STORAGE REQUIREMENT: 275,000 barrels to 320,000 barrels of Jet-A storage capacity. A. Commingled storage is sought with information regarding general commercial terms and conditions. 3. AREA OF CONSIDERATION: Port locations on the U.S. East Coast and U.S. Gulf Coast areas south to and including Texas, north to and including Virginia. 4. SHIPPING AND RECEIVING CAPABILITY REQUIRED: A. PIPELINE: Via Colonial Pipeline (1.) Minimum Batch: 25,000 barrels (2.) Maximum Batch: 75,000 barrels (3.) Minimum Advance Notice: 5 days B. TANKER PARCELS: (1.) Minimum: 100,000 barrels (2.) Maximum: 235,000 barrels (3.) Minimum Advance Notice: 48 hours C. BERTHING AND MOORING REQUIREMENTS: (1.) LOA: 615 feet (2.) Beam: 122 feet (3.) Draft: 34 feet (4.) DWT: Approximately 32,000 (Dead Weight Tonnage) D. ESTIMATED ANNUAL THROUGHPUT: 3,165,000 barrels 5. QUALITY CONTROL/TESTING: Request information regarding available laboratory facilities and testing capabilities. 6. QUANTITY DETERMINATION/ACCOUNTABILITY: Request respondents provide detailed information regarding method or methodology for: A. Quantity determination i.e., shipment meters, temperature compensating meters, manual gauging, etc. B. Gain/loss determinations i.e., shared over terminal users, by volume, etc. C.
