- Justification for Other than Full & Open Competition The purpose of this Justification and Approval document is to authorize a new one year non-competitive follow-on contract to Chemonics International for the continued implementation of the HIV/AIDS activities in Angola. This J&A is issued under the Action Memorandum signed by the USAID's Administrator on Feburary 14, 2008 entitled "Expedited Acquisition and Assistance Procedures for Activities and Programs Related to the Prevention, Care, and Treatment of HIV/AIDS" under AIDAR 706.302-70 and 40U.S.C.113.
