Description
Please note that this is NOT a request for SF330's or proposals, the Government is seeking information for market research purposes only. The Government may or may not issue additional announcements or solicitation documents. The Aleda E. Lutz VA Medical Center, Saginaw, MI, is conducting a market survey for well qualified small businesses (in the following socioeconomic categories: Service Disabled Veteran Owned, 8a, and/or Hub Zone) capable of providing the required A/E services outlined below for the VA Medical Center located in Indianapolis, Indiana. Applicable NAICS codes 541330 and size standard $4.5 million. In accordance with FAR 36.204, the estimated construction cost of the resulting construction project is between $500,000 through $1,000,000. All interested parties must have a working office that would provide the professional services within a 150 mile radius of Saginaw, Michigan. Responses to this notice shall be submitted in writing (email or fax is acceptable) and received no later than October 29, 2010. No telephone inquires will be accepted. All responses to this notice must identify the social economic category of the respondent, name and address of company, name and phone number of contact person, and the company's DUNS number. Description of work to be performed includes: Project No. 655-11-101 titled "Atrium Renovation Building 22", will include the following items: 1.Design Intent: The intent of this project is to prepare plans and specifications necessary to renovate the existing atrium of building 22 at the Aleda E. Lutz VA Medical Center, Saginaw, Michigan. A.General Scope of the Project: The Architect / Engineer (A/E) will verify record drawings and existing conditions; prepare fully developed Construction Documents (drawings and specifications); construction phasing (scheduling) timeline; cost estimates; and provide construction period services. B.The total completed design shall include all necessary features and items of work required so that the government shall have a complete buildable and functional system complying with the latest requirements of the Department of Veterans Affairs design criteria and all applicable national codes and standards. It is anticipated that the design effort will involve mechanical, electrical, architectural, plumbing, structural and landscaping disciplines. C.Provide all drawings, specifications, equipment selection, equipment layout, building material submittals and samples, detailed cost estimates using master specification format, including but not necessarily limited to architectural, structural, plumbing, mechanical, landscaping, and electrical features as required for this contract. D.Provide color three dimensional schematic interior elevations and renderings to show the design concept that conforms to: Planetree organization design criteria, veteran centered care, and Secretary Shinseki's VA goals of creating a world class, forward looking, 21st century facility. 2.Design Effort: A.Building 22 Atrium - a.Analyze the extent of demolition and modifications to existing systems and/or components and design the complete renovation of building 22 Atrium, for an area encompassing approximately 1792 sq ft. All designs shall meet applicable VA standards and codes. Remove the concrete and brick wheelchair ramp and stairs in the atrium in accordance with the following: b.Demolition and removal included but not limited to the following: Concrete and brick wheelchair ramp and half walls, steps, quarry tile flooring, aluminum handrails on brick wall, existing overhead light fixtures, fire protection and built-in brick planter. c.New items included but not limited to the following: Commercial grade wheelchair platform lift/elevator, architectural staircase to replace steps, interior koi pond with faux rocks and waterfall, new flooring, interior landscaping with live plants and trees, furniture, ceiling fans with lights, atrium solar shade window treatments, interior signage, bronze eagle statue, 200 SF for Starbucks Kiosk. d.Incorporate existing bird aviary into design. This will include a plan to temporarily re-locate them during construction. e.Landscaping, aviary and pond companies must provide maintenance service contracts with detailed scope of work required. A/E to specify scope of work for service contract maintenance with possible vendor sources. B. The A/E shall utilize applicable VA Design Criteria Manuals, VA Construction Standards, and VA Master Guide Specifications. These documents are available on the Internet at: http://www.cfm.va.gov/TIL/ C.The A/E shall furnish all necessary labor, tools, and materials and perform work for the design. All drawings shall meet the Aleda E. Lutz CAD standards, which can be obtained from the FMS CAD manager, (989) 497-2500 x13883. D.The design shall also conform to the attached documents: a.HVAC System Controls and Design Considerations rev 06-14-10 b.Sustainability Issues with Design rev 3-15-10 Responses to this notice must be submitted in writing (email or fax is acceptable) and received no later than October 29, 2010. No telephone inquires will be accepted and no additional information regarding the scope of work is available at this time. All responses to this notice must identify the social economic category of the respondent, name and address of company, name and phone number of contact person, and the company's DUNS number.
