- Contracting Opportunities Market Survey Financial System Support Requirement and Development Assistance The Federal Aviation Administration, Office of Financial Services (ABA) is planning to implement Oracle 12i Financials over the next five years. In effort to fulfill the ABA requirement, a contractor with extensive financial system software knowledge and experience is needed to support the Oracle installation. The ABA is currently seeking the best qualified contractor to develop acquisition support documentation which will be input to and back-up for a future acquisition for the services of a firm to implement Oracle 12i Financials. Acquisition support documents include but are not limited to statements of work, labor category assessments, project plans, cost estimates, and evaluation plans. Concise and detailed procurement documentation is critical to ensure that offerors have a clear understanding of the required services. Contractors that would like to compete for this potential solicitation must meet the minimum qualifications listed below. 1. Contractor must be a certified small business. 2. Five years prime contractor experience supporting procurements at government agencies. The support provided must be for the acquisition of a firm to install and implement Enterprise Resource Planning (ERP) software specifically the Oracle eBusiness Suite for Public Sector Financials. The support must have included developing requirements for the procurement of data warehouse, software support help desk, and business intelligence services. 3. Contractor must be assessed at a minimum of Capability Maturity Model Integration (CMMi) level 2, Six Sigma, or ISO 9000 within last 3 years. Contractors must meet all minimum qualifications and must respond to this market survey to compete on the potential solicitation. The Contractor selected to perform the required services is prohibited from biding on the future solicitation for the Oracle 12i Financials implementation. Please respond to this market survey with a capability statement and identify that your company satisfies the minimum qualifications listed above. Also, complete the attached Business Declaration Form. Responses are limited to four pages at 12 point font.
