Description
SOURCES SOUGHT SYNOPSIS / REQUEST FOR INFORMATION/INDUSTRY DAY ANNOUMCEMENTFOR GENESIS IV Logistics, Engineering and Facilities Support Contract (Sensors) Fort Belvoir, VA. This announcement constitutes a Sources Sought Synopsis/Request for Information/Industry Day Announcement for the US Army Intelligence and Security Command (INSCOM) GENESIS IV logistics, engineering and facilities support contract. Purpose: The US Army Intelligence and Security Command is conducting market research of industry to identify potential contractors for the GENESIS IV logistics, engineering and facilities support re-compete procurement. The Request for Information (RFI) included within this synopsis allows interested industry and other parties the opportunity to provide information and comments which will assist INSCOM in the development of the GENESIS IV Request For Proposal(s). The Government is neither negotiating nor calling for offers at this time. This announcement seeks an expression of interest only and does not commit the Government to pay for any response preparation cost. The government will not make an award on the basis of this sources sought synopsis. Copies of information submitted by interested parties will be reproduced and submitted to the GENESIS IV Integrated Solutions Team (IST) for review and will be used to develop the acquisition strategy and to draft Request for Proposal(s) (RFPs). As part of the sources sought process INSCOM is conducting an Industry Day presentation on 17 November 2010. The following information should be provided as part of that email response NLT 28 Oct 2010. 1.Company Name: 2.Do you anticipate proposing as a Prime, subcontractor or as a Team member. 3.NAICS Code: (541330 is anticipated for these requirements, confirm you qualify under NAICS Code 541330) 4.Business size and classification: 5.CAGE Code: 6.RFI Capability statement that addresses the skills to perform the Genesis IV efforts described herein: 7.Preliminary list of attendees for industry day 17 Nov 2010 (details of industry days particulars will be forthcoming soon on FedBizOps). The U.S. Army Intelligence and Security Command (INSCOM) conducts multi-disciplined (SIGINT, CI, HUMINT, GEOINT, MASINT, BIOMETRICS) and all-source intelligence operations to include collection, analysis, production, and dissemination; network warfare operations, information operations; knowledge management for the Army intelligence enterprise; and delivers specialized quick reaction capabilities, advanced skills training, and linguist support for deploying forces to enable battle command in support of full-spectrum Army, joint, coalition and interagency worldwide operations. The INSCOM G-4 proposes to acquire comprehensive engineering and logistics support for intelligence community (IC) ground and airborne intelligence, surveillance, and reconnaissance (ISR) systems and ancillary ground support equipment at worldwide locations. Genesis IV will ensure that electronic systems, security systems, Quick Reaction Capability (QRC) systems, and prototype systems are deployed quickly, repaired quickly, and maintained at the highest state of readiness. Genesis IV will include network administration, hardware and software support, transportation/shipping support, and training for system operator and maintainers. Genesis IV will also provide facility engineering and maintenance support at the sites that house ISR systems. That support will include the development of designs and project documentation for Operations and Maintenance (O&M) level projects to address routine and unique power requirements, cooling requirements, mission growth, unit transformations and realignments of ISR assets to other locations when required as well as facility enhancements and renovations. The Genesis IV requirement is a five year requirement. The period of performance is targeted to be September 2012 through September 2017. All work will be performed at a Top Secret/SCI clearance level.
