Description
The Michael E. DeBakey VA Medical Center Houston, TX has a requirement for Project # 580-08-111, "Design Build Services to replace Boiler #3 at the MEDVAMC Boiler Plant. This opportunity is available only to contractors under public law 109-461 and 38 USC 8127. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a Service-Disabled Veteran-Owned Small Business Set-Aside. The S.D.V.O.S.B. contractor is required to perform a minimum of 25% of the construction work on the project utilizing their own workforce. Please do not send questions to this notice as it is only a Pre-Solicitation Notice. Questions will be accepted only after the Solicitation has been published. A Firm-Fixed Price contract award is anticipated. The contractor shall provide design build services to remove existing water tube boiler #3. Provide new energy efficient Hurst 1200 HP (1000HP Capacity) or equal @ 125 psi packaged steam fire tube boiler with trim (accessories), dual fuel low NOx (natural gas, No. 2 and B20 fuel oil) Weishaupt burner or equal, fuel valves, fuel train piping and pumps (gas and oil), breeching, flue gas economizer, deaeration tank, fuel meters, other accessories. Project includes asbestos (ACM) insulation removal, boiler water feed pump replacement, gas regulator replacement boilers 1 & 2, condensate tank level float control replacement, and new 16 X 16 overhead door and other related work. All new boiler equipment and accessories shall match existing manufacture as boilers #1 and #2 or equal excluding gas regulators. All work and materials shall meet VA Master Specifications and standards. The project duration shall be 270 calendar days from receipt of a Notice to Proceed. RELATED WORK BUT NOT LIMITED TO: Engineering (to include drawings and specifications), Permitting (state and local), Demolition, Painting, Common work items for steam generation, Valves for boiler trim, non return stop check valves, blowoff valves, piping and pumps for fuel, feed water valve trains, and steamControls, pressure gages, thermometers, Miscellaneous piping installation, repair and replacement, Demonstrations and testing of boiler and equipment, Security gates for two 16 x 16 rollup doors, Emission testing and Thermal insulation. Solicitation documents will be available electronically on or about November 2, 2010, at this website. Hard copies will not be mailed. The solicitation will be issued as a Request for Proposal (RFP). INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. ADDITIONALLY, OFFERORS ARE ADVISED TO CHECK THE SITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS TO THE SOLICITATION NOTICE. A 120 day bid acceptance period will be required. A Bid bond must be submitted with the offerors bid. Performance and Payment bonds will be required from the contractor receiving award. A pre-proposal conference shall be held at a date, time, and location to be provided in the solicitation announcement. The magnitude of construction is between $2,000,000 and $5,000,000. North American Industrial Classification Standard (NAICS) code assigned to this construction project is 238220 with a small business size standard of $14.0 million in average annual receipts for the past three (3) years. Offerors must be registered at the Vendor Information Pages at www.vip.vetbiz.gov, currently registered in the Central Contractor Registration (CCR) database at www.ccr.gov, and have completed online Representations and Certifications at http://orca.bpn.gov prior to contract award. ADDITIONALLY, EFFECTIVE OCTOBER 1, 2010, ALL SDVOSB CONTRACTORS MUST BE CENTER FOR VETERANS ENTERPRISE (CVE) VERIFIED IN ORDER TO RECEIVE A CONTRACT AWARD.
