- The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source purchase order to Dr. Michael Rip, dba MINDLEAP, 3665 Whimbrel Way, East Lansing, MI 48826, under the authority of FAR 6.302-1 and 13.106-1(b)(1) for instructor services for the Advanced Approaches to Critical Thinking course. Dr. Rip developed this course for the FBI by adapting his Mind Leap course to meet specific Office of Director of National Intelligence (ODNI) and FBI requirements. This service is currently being provided to the FBI by Dr. Rip and is needed to continue until the FBI is fully staffed with Government instructors. This purchase order will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. This Special Notice is for informational purposes only and is not a request for competitive quotations. No solicitation document is available. Interested parties may submit a capability statement that demonstrates their ability to satisfy this requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. Such determination remains within the sole discretion of the Government. Responses are due by 1:00 PM, EST, October 25, 2010, via email to Dave Smith, david.smithbcb03@ic.fbi.gov.
