- This is a pre-solicitation for a contractor to complete access road work at the Fort Clatsop, Stage Coach and Lower Skipanon Roads. The solicitation will be issued electronically on the Department of Interior (DOI) National Business Center (NBC) web site at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Offerors are strongly encouraged to check for amendments to this pre-solicitation notice. This procurement will be advertised under Full and Open competition, and solicited and awarded in accordance with the Small Business Competitiveness Demonstration Program, Public law 100-656 and is open to both small and large businesses. In accordance with the Federal Acquisition Regulations (FAR), Part 36, the estimated magnitude of construction is less than $25,000. The North American Industry Classification System (NAICS) code is 237310. The small business size standard is $33.50 in millions. The solicitation with specifications, drawings, and wage rates will be posted to the websites http:///www.fbo.gov and http://ideasec.nbc.gov on or about October 29th with a response date 30 days thereafter. A pre-proposal conference/site visit will be held at the time and place specified in the solicitation. PROJECT DESCRIPTION: The work under this contract includes, but is not limited to the following:General construction for Road Re-conditioning, Turnout Re-establishment, Surfacing Rocks, PIT RUN Base Rock, Material Placement, Construct Water Dip and Mobilization in the defined areas in the Fort Clatsop, Stage Coach and Lower Skipanon Roads. This solicitation will result in an award of a firm, fixed-price contract. The Government will consider an offeror's technical capability in comparison to its price. This announcement does not constitute the solicitation. We anticipate the solicitation will be posted on or after October 29th, 2010. All questions pertaining to this announcement MUST BE SUBMITTED IN WRITING by email to ed_mckee@nps.gov or faxed to 360-565-3018. All response to the solicitation must be mailed or emailed. The Government reserves the right to cancel this solicitation.
