- NASA/JSC has a requirement for fire protection services and emergency response tosupport National Aeronautics and Space Administration's (NASA) Johnson Space Center(JSC). This requirement has been fulfilled through the Safety and Fire Services Contract and wasintended to be transitioned to the NASA Agency-Wide Protective Services Contract (NPSC). The Safety and Fire Services Contract provided for not only fire protection services andemergency response but also supported the Centers safety programs, inspection of firesystems and upgrades and maintenance to those systems.When the NPSC was created, it wasenvisioned that portions of the Safety and Fire Services contract were to transition tothe agency wide contract while the remaining Center unique activities were to be competedseparately. NASA JSC competed the remaining requirements in the 2008/2009 timeframe asthe Center Institutional Safety Services Contract (CISS) and awarded the contract toAnadarko Industries, LLC. Recently, the NPSC activity was discontinued, so NASA/JSCintends to add this requirement to the existing CISS Contract.Combining these activities into one contract will take advantage of synergies created bycombining the emergency response and fire protection services functions with theinstitutional safety functions currently covered by the scope of the CISS Contract andwill result in cost savings. For example, during off-peak hours, emergency responderswill be able to perform fire inspections, restock forms in buildings, and update the JSCgate signs, while still remaining available to quickly respond to any emergencies thatmay arise. Having the fire protection system maintenance and emergency response underthe same contract will allow the contractor to manage the total effort and findefficiencies. The period of performance is anticipated to be January 1, 2011 through June30, 2012 with a two-year option from July 1, 2012 to June 30, 2014. The primary work areas for this effort are the facilities at the NASA Johnson SpaceCenter, Houston, Texas; and related operations at Ellington Field (EF), Houston, Texas;and Sonny Carter Training Facility (SCTF) Houston, Texas. The Government does not believe that competing this effort is in its best interest. Acompetitive procurement would result in increased costs that are not expected to berecovered through competition.The fire protection and emergency response work is sointegrally related to the work under the CISS contract that only this single source canreasonably perform this work. The authorities cited permitting other than full and opencompetition are FAR 6.302-1, only one responsible source and no other supplies orservices will satisfy agency requirements, pursuant to 10 U.S.C. 2304(c)(1) and 41 U.S.C.253(c)(1).The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than 2:30 p.m. local timeon November 1, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
