- The purpose of this synopsis to notify potential offerors of the United States Marine Corps ™ (USMC) intent to issue a competitive solicitation to provide non-personal services in the form of Environmental Services Support to the Environmental Section, Land Use and Military Constructions Branch (LFL-5), Installations and Logistics Department (I&L), Headquarters Marine Corps (HQMC). These services include three functional areas: 1) Policy and Standards Development and Support; 2) Installations and Regional Support; and 3) Support for Program Operations, Data Management, Training and Communications. The anticipated contracts shall be Indefinite Delivery/Indefinite Quantity (IDIQ) (with competitive task ordering) contracts. Individual Environmental projects will be executed through the issuance of future Task Orders under the terms of the awarded contracts and each Task Order will be competed among the selected pool of awardees. When services are required, the Contracting Officer will issue a Task Order Proposal Request (TOPR) to the list of awarded contractors. A sample Task Order Proposal Request (TOPR) may be issued with the pending solicitation for use in determining offeror capabilities. Award of a Task Order based on the offerors response to the TOPR is not mandatory; however the Government does retain the right to award the sample task order at its sole discretion. Further, the Government retains the right to make multiple awards based on this solicitation, or make no award at all. However, at this time the Government intends to issue the official request for proposals on or about 03 December 2010 with an anticipated award date of 13 May 2010. This Draft Solicitation is provided for information and comments purposes only. See attached letter from the contracting officer. The NACIS code for this acquisition is 541620, Environmental Consulting Services with a size standard of 7 Million Dollars. This procurement will be conducted under Federal Acquisition Regulations (FAR) Part 15-Contracting by Negotiations. Contracts will be awarded using a best value approach.
