Description
Request for Information (RFI)About Managing End Cryptographic Units via the Black Interface This Request for Information (RFI) is in accordance with the Federal Acquisition Regulation (FAR) clause 52.215-3 (Request for Information or Solicitation for Planning Purposes - Oct 1997) and is published only to encourage interested Commercial Business parties capable of providing technical support for use by the United States Air Force Electronic Systems Center Cryptologic Systems Division, Cryptographic Modernization Program Office (AF CMPO), Lackland Air Force Base, Texas, for planning purposes only. This RFI does NOT constitute an invitation for bids, a request for proposal, a solicitation, a request for quote or an indication that the government will contract for the items provided by submitter(s). The government will not reimburse respondents for any costs associated with the preparation or submission of the information requested. The CMPO is in the process of designing and specifying a SNMP-based black-side management technology suite suitable for managing End Cryptographic Units, or ECUs. The effort includes recent work culminating in the Internet Engineer Task Force Request for Comments document 5953 (IETF RFC 5953.) It also includes ongoing discussions about Management Information Base (MIB) modules for the Simple Network Management Protocol (SNMP), and some preliminary development activities with regard to uniform ECU MIB modules for managing cryptographic functions. The CMPO is seeking comments on the preliminary Generic ECU MIB, as well as answers to the following questions. For access to the draft Generic ECU MIB, please send an email digitally signed by a valid DoD External Certificate Authority-issued certificate to the Contractor Officer listed below requesting the Generic ECU MIB in response to this RFI. 1) What experience does your company have in managing ECUs via SNMP?2) What ECU products have you developed or are developing that have an Internet Protocol-based black-side remote management capability?3) If remote management functionality were split across the red/high and black/low interfaces, what functionality could/would be allocated to the low side?4) Would a black-side management capability require a separate network interface or could it be integrated into the existing low-side interface?5) Please characterize the impact unified black-side remote management of cryptographic and other network devices would have on your product set.6) What hurdles would drive you to implement Cryptographic Message Syntax (CMS) templates in an ECU instead of a full CMS parsing capability for Over-The-Network Keying (OTNK), and how might those hurdles be overcome?7) What are your plans to integrate OTNK into your ECUs? How would you add remote management to those plans?8) RFC 5953:a. What IETF standards are foundational to implement RFC 5953?b. What ambiguities are you aware of in RFC 5953, and how would you resolve them?c. What guidance should be given to ensure consistent& interoperable implementations between vendors of RFC 5953 in products purchased by the Air Force?9) What SNMP access control model would you use in conjunction with RFC 5953, and why? What limitations would you put on users' abilities to configure that access control model, and why?10)What public key infrastructure would you utilize to provision the certificates and certificate revocation lists for the Datagram Transport Layer Security Transport Model (DTLS TM)? What is your capability to public key-enable such an implementation?11)What else should the CMPO know about black-side remote management of ECUs, or remote management of ECUs in general? In addition to the above listed questions, please provide the following information: What is your CAGE code? What is your business size? If you are a Small Business, do you also qualify under any of the sub-categories: 8(a), Small Disadvantaged Business, Woman Owned Small Business, Veteran Owned Small Business, HUB Zone Small Business, Service Disabled Veteran Owned Small Business, and HBCU/MI? For small business consideration, would your firm be able to compete under NAICS 334111, 334210, 334220, 334290, 334419, 334511, 517919, or 561621? If not, why not? Are you on one or more GSA schedules? If so, which one(s)? Please limit your response to question 1 to 2 pages, and your overall response to no more than 30 pages, excluding answers to the CAGE, size, and small business questions above.
