Title: Joint Primary Aircraft Training System (JPATS) T-6 Contractor Operated and Maintained Base Supply (COMBS) NOTE, THIS IS A REVISED POSTING TO THE PREVIOUS BIDDER'S LIBRARY ANNOUNCEMENT. REVISIONS TO CERTAIN ATTACHMENTS HAVE BEEN ACCOMPLISHED SO POTENTIAL OFFERORS HAVE THE MOST RELEVANT INFORMATION AVAILABLE. THIS ANNOUNCEMENT IS TO RELEASE OF THE BIDDER'S LIBRARY IN SUPPORT OF THE POTENTIAL JPATS T-6 COMBS REQUEST FOR PROPOSAL. The Aeronautical Systems Center (ASC), Air Force Materiel Command, JPATS Program Office is releasing its bidder's library. All data currently eligible for public release is attached to this announcement. The purpose of this announcement is to allow industry the opportunity to review the Government's available data in order to facilitate comments, questions, and concerns regarding the adequacy of the information. The Government will publically disclose, via FedBizOps (FBO), any and all questions, comments, or concerns received (submitter information will be withheld). Additionally, the Government will provide responses to any questions, comments, or concerns received with subsequent FBO posting(s). Any changes made to the bidder's library as a result of comments, questions, or concerns received will be announced via FBO as well. In addition to the data posted to FBO, industry is advised that additional, non-publically releaseable data will be made available in the bidder's library. Industry is further advised that in order to see the available limited distribution data, each company must certify itself as a US DoD Contractor or potential US DoD Contractor in accordance with Department of Defense Directive 5230.25, specifically concerning the dissemination of Distribution Statement "D" and "F" data. If a company is unable to assert this, it will not be granted access to the limited distribution data. As a minimum (note, this does not alleviate the full requirements of DODD 5230.25), potential offerors must advise the Government of the following information for base access and data access consideration: 1. Company Name 2. CAGE Code 3. Name and Citizenship of Person(s) who are requesting access to the data 4. Last 4 of SSN 5. POC and phone number A list of data with limited distribution is reflected in the attached Bidder's Directory. This limited distribution data is only available for viewing by potential offerors in-person at the JPATS Program Office, Wright-Patterson AFB, OH. Opportunities to view this data are available by appointment only, coordinated via electronic communication (e.g. email) with the Contracting Officer. Appointments are on a first-come, first serve basis and must include the data the requestor would like to have available. Data viewing appointments will be made available upon release of the FORMAL RFP. Times available are 0800 - 1200 and 1230 - 1630, Monday - Friday. Finally, as noted in the attached Bidder's Directory, the Government is working to provide access to additional documents that may be necessary for bidder's to adequately propose. As releaseability determinations are made on these documents, the Government will inform potential offerors of how to gain access to each document. This will be through formal FBO postings. Note, the Government intends to finalize all Bidder's Library data by release of the FORMAL RFP. THIS IS NOT A REQUEST FOR PROPOSAL SUBMISSION. JPATS is an Aeronautical Systems Center (ASC) program.
