- Naval Facilities Engineering Command, Southwest, Facilities Engineering and Acquisition Division, San Diego (FEAD SD), 2730 McKean Street, San Diego, CA, 92136-5211, intends to solicit a Firm Fixed Price (FFP) service contract, and negotiate on a sole source FFP type procurement for service maintenance on a Solar Turbine Centaur 50 PG Generator Set Gas Turbine Generator (GTG) with Solar Turbines, Inc. (STI), 9330 SKY PARK COURT San Diego, CA 92123-5398. The Government intends to solicit with only one source under the authority of FAR 6.2. This procurement will be sole source to STI, the only known authorized and certified dealer of the Solar Turbine Centaur 50 PG Generator Set in the United States, and the software and many of the hardware parts are proprietary and patented by STI. STI is the only known responsible source with the expertise to service the system to the scope of maintenance that the Naval Medical Center San Diego requires for their GTG, to prevent system interruption. STI is the Original Equipment Manufacturer (OEM) for the GTG, and there are no other known solar-certified shops in the U.S. who can provide immediate response to the same scope of repair and maintenance that STI can provide. This announcement is not a request for competitive quotations. No solicitation document is available and telephone inquiries will not be honored; however, interested parties may submit documentation detailing how their services meet the Government requirements to the Contracting Officer at michael.i.heilman@navy.mil. A determination not to compete this proposed contract based on responses to this notice will be solely at the discretion of the Government. The period of performance shall be for a base year, with four one year Option Periods. The base year is anticipated to begin 09 November 2010 and end 08 November 2011. This pre-solicitation period will close on COB 1600 PM, PST, November 01, 2010. Questions regarding technical or contractual issues must be addressed to the Contract Specialist. DESCRIPTION OF SUPPLIES/SERVICES: Preventive Maintenance On a quarterly basis, experienced Solar Field Service Representatives (FSR) certified by STI, shall provide scheduled maintenance of the turbo machinery package to include all consumable items. Predictive Maintenance Through lube oil analysis and vibration trending provide predictive maintenance to ensure the health of the turbo machinery package. Call Outs for Troubleshooting and Repairs Provide all necessary unscheduled inspections to ensure maximum availability. Engine Exchange Program Should an overhaul be required, Naval Medical Center may elect to have the Contractor provide an engine of similar configuration in exchange for the Naval Medical Center core subject to exchange fleet availability (freight to the installation site included). Service Parts For all onskid package systems, the gas turbine and driven equipment, the Contractor will provide certified remanufactured or replacement parts to cover defects in materials and workmanship, as well as normal wear and tear. Remove Monitoring & Diagnostics Actively remote monitor and diagnose the health of the driver and driven equipment and provide continuous feedback/recommendation.
