Description
THIS IS A SOURCES SOUGHT NOTICE / MARKET RESEARCH EFFORT ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. Information received will be used to determine the availability of technically capable and otherwise responsible firms that would be interested in submitting offers for future anticipated solicitations in support of regional new construction, renovation, and lease/ design-build projects focused on Sustainability. Region 3's geographic area includes the states of Delaware, Pennsylvania, southern New Jersey, West Virginia, Maryland and Virginia, except for the excluded jurisdictions of Washington, DC, and the surrounding jurisdictions of Montgomery County and Prince George's County in Maryland, and Alexandria City, and the counties of Arlington, Fairfax, and Loudoun, and Prince William in Virginia. In response to the signing of Executive Order (EO) 13514 in October of 2009, GSA and all other Federal agencies have been striving toward improving the overall sustainability and environmental impact of all buildings within the Federal inventory. Additionally, The Interagency Sustainability Working Group generated a set of internal Government metrics for sustainability for new construction and existing buildings entitled the Guiding Principles (GP). As a result of the EO and the GP, GSA drafted and signed its Strategic Sustainability Performance Plan in September of 2010. Sustainability Goals include, but are not limited to, the following: To provide facilities which are the most sustainable and economically feasible to GSA, tenant agencies, and the taxpayer, and that meet the sustainable functional and special design requirements set by Executive Order 13514, as well as the Federal Leadership in High Performance and Sustainable Buildings Memorandum of Understanding (Guiding Principles). To fulfill applicable goals and criteria stated in the referenced handbooks and directives that adhere to the USGBC's LEED EBOM rating system or equivalent and sustainable green building, prioritizing a clear checklist to achieve LEED Silver rating or equivalent. To comply with all applicable safety, environmental, and historic preservation requirements of the federal, state, county, or city agencies. To provide an energy efficient facilities through the use of renewable energy resources, and the reduction of Green House Gases (GHG). To promote efficient space utilization throughout the facilities. To provide an objective life cycle cost analysis including analysis of the cost implications of green house gas emissions to assist the Government in achieving a Zero Environmental Footprint (ZEF). To provide a detailed Operations & Maintenance report that identifies the use of environmentally friendly Green Cleaning agents and facilities/maintenance contract greening (in line with LEED EBOM and the Guiding Principles or equivalents). To obtain new green educational and awareness initiatives to teach GSA and its customers to make behavioral changes to reduce energy and water consumption. The following information is requested in your response: (1) Identification (including name, address, phone number and DUNS number) and socioeconomic status (small business, large business, HUB Zone, Woman Owned, etc.) (2) Past Experience - Provide descriptions of projects substantially complete or completed within the last three years that provided Sustainability Support services for new construction, renovation, and lease/design-build construction. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and size of the project, type of project. Interested firms should submit a Letter of Interest with the above requested information to Katelyn A. McCullough, Contracting Officer. Please email your response to katelyn.mccullough@gsa.gov by November 10, 2010, 3:00pm, Eastern Time. This is NOT a request for proposals and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government as a market research survey for informational purposes. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information provided. All interested sources must respond to future solicitation announcements separately from responses to this market survey.
