- 27. It is the contractor's experience that it is critical for responsive force protection that the site manager/coordinator be able to freely discuss all force protection concerns with the US Government or ISAF Force Protection Officer(s) as well as accurate and relevant reporting. Will the government consider establishing a minimum requirement for the Site Manager to be a US/NATO Expat with Secret Clearance and at least 1 year of experience working overseas managing static security operations? Response: Government will use the standards set for in the Statement of Work. 28. Will the government consider establishing an additional requirement for an Assistant Site Manager to be US Expat or OCN with at least 1 year of experience working overseas as a supervisor in support of static security operations? Response: Government will use the standards set for in the Statement of Work. 29. Paragraph 6.1 of the SOW states that the Armed Guards must "speak English at a level necessary to give and receive situational reports". Will contractor-provided interpreters fluent in Dari/Pashto suffice for this requirement? Response: Contractor-provided interpreters will fulfill the requirement in 6.1 of the Statement of Work. 30. Paragraph 11 of the SOW states that "No Contractor employee shift shall exceed 12 hours in any given 24 hour period. A work week is limited to not more than 72 hours per week." Can the Government confirm that this applies to all personnel and not just Guards and Shift Supervisors? Response: All ASG contract personnel working at FOB Shinwar will abide by the Statement of Work. 31. Will the Government provide prime power and bulk water delivery/removal for the following facilities? - Contractor's laundry facility - Guard billeting - Office space - Contractor's kitchen Response: Government will provide prime power and bulk water to Government provided facilities. There is no onsite laundry facility for the contractor. 32. Will the Government provide shower facilities for the Guard force? If so, will prime power and bulk water delivery/removal be provided as well for these facilities? Response: Government will provide shower facilities and necessary utilities for the shower facilities for the guard force. 33. Does the Government provide any refrigeration capability or other amenities for the Guard force kitchen? Response: Government will provide refrigeration capability for the ASG cooks while ASG dining facility is being constructed. 34. Does the Government provide bottled drinking water? Response: Government will provide bottled drinking water. 35. What is the circumference of the perimeter of COP Shinwar? Response: Circumference of the perimeter of COP Shinwar is 2000 meters. 36. Does COP Shinwar have a firing range available for use to the Contractor? Response: Answered in clarification #25 on fbo.gov. 37. Paragraph 5.9.2 specifies that the Contractor is to provide 18 medium machine guns. Will a PKM suffice for this requirement? Response: Answered in clarification #18 part c on fbo.gov. 38. Will the Government allow for a percentage of guards to be screened and trained, but not present on site, in order to backfill for guard rotations? Response: Answered in clarification #10 on fbo.gov. 39. Paragraph 5.9.2 states that the "Contractor shall provide... night vision devices, night vision compatible aiming devices..." Can the Government confirm that NVDs and aiming devices are required and what type (ie, Gen II, Gen III, etc.)? Response: Answered in clarification #18 part a on fbo.gov. 40. Paragraph 5.7 states that the "Contractor will supply Secure Communications to 15 towers, 3 ECP's, Sergeant of the Guard and 1 Base Station in the JOC." Can the Government clarify what type/level of communications will qualify as "Secure Communications" (ie, Level II)? Response: Answered in clarification #16 on fbo.gov. 41. Will the Government provide NIPR access and/or telephone land line to the Contractor? Response: Government will provide NIPR acces and/or telephone land line to the Contractor. 42. On pages 60-61 of the RFP, it is noted that US citizens and TCNs will be provided DFAC, Military Exchange, MILAIR, and MWR facilities on an "as-available" basis. Can the Government confirm that these facilities will be available on COP Shinwar? Response: Facilities are available for US citizen and TCNs at COP Shinwar. 43. Will the Government assist in the movement of secure items (weapons, radios, ammunition) and other equipment to COP Shinwar? Response: Contractor is responsible for movement of their equipment.
