- The U. S. Army Research Development Engineering Command (RDECOM) Communication and Electronics Research, Development and Engineering Center (RDEC), announces the expectation of the Broad Agency Announcement (BAA) to award a number of research efforts through fiscal year 2014, unless terminated sooner. This BAA will be issued under solicitation number W15P7T-11- R-A609 for competitive selection of research and development white papers and proposals. The BAA will be issued on or about 03 November 2010. White papers or proposals submitted in response to the BAA solicitation that are selected for award are considered to be the result of Full and Open Competition. Prospective offerors should note that this BAA is an expression of interest only and does not commit the Government to make an award or pay proposal preparation costs generated in response to this announcement. The topics of interest are: Topic A: Electrochemical Based Portable Power Sources. Proposals are sought that will advance the development of components and devices of electrochemical based power sources, such as, Rechargeable and Primary Batteries, and Ultracapacitor. These new, or improved, portable power sources will enhance Soldiers capabilities and survivability. Topic B: Fuel Based Portable Power Sources. The areas of interest under this topic will center in advancing the component and device development in fuel based technologies, such as, fuel cells, internal and external combustion engines and thermoelectric generators. Advancements in these areas will provide Soldier with new capabilities and lessen his logistics burden. Technology demonstrators will be required. Topic C: Power and Energy Systems including Alternative Energy Power Sources and Power Management. The areas of interest under this topic center on advancement and development of Hybrid Power Systems, Renewable Energy Sources, Battery Chargers and Smart Power Management and Distribution that will maximize Soldier capabilities and safety. Electronic white papers or proposals shall be submitted via the Army Interactive Business Opportunities Page (IBOP) https://abop.monmouth.army.mil, and include an electronic signature by an individual having authority to enter the Offeror into a legally-binding contract. In order to be able to access the BAA and submit a white paper or proposal, an Offeror/ contractor must, first, be registered on the IBOP. A Commercial and Government Entity (CAGE) Code and Data Universal Numbering System ( DUNS) number are required to complete registration for proposal submissions. Please note that a contractor-employee, who is authorized to bind the contractor, must complete the registration. This registration process could take several days to finalize, and as such, contractors are encouraged to register as soon as possible.
