- DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Organization: Department of Veterans Affairs, VISN 1, VA Boston Medical Center 2.Description of Action: This is a request for other than full and open competition for the procurement of Stryker Drill system from Alliant Healthcare Products. - 523-10-4-7936-0146 3.Description of Supplies or Services: Drill system for use in the OR and is used in multiple specialities. Orthopedics, Neuro, ENT. 4.Statutory Authority: FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. ( X) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; 5.Validity of Use of Statutory Authority: This system is like existing units in the OR. For ease of use, educational training and patient safety. Alliant Healthcare is the sole source government distributer for Stryker equipment. 6.Actions to Promote Competition: Same company equipment needed as existing sets. 7.Determination of Fair and Reasonable Price: The anticipated price to the Government is $103,468.70 8.Market Survey (FAR 10): market survey not done as the system needs to be equal to existing product.. 9.Other Considerations: see above 10.Listing of Sources that expressed, in writing, an interest in the acquisition: None known. 11.Statement of Actions to Overcome Barriers to Competition: Not able to with this type of system needed. 12.Requirements Certification: I certify that the requirement outlined in this justification is a bonafide need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
