- Notice of Intent to Award Sole Source Contracts Department of Justice, United States Marshals Service The U.S. Marshals Service (USMS) intends to award a sole source contract for Court Security Officer Services for the protection of the Federal Judiciary in the 1st Judicial Circuit (Maine, Massachusetts, New Hampshire, Puerto Rico, and Rhode Island), the 2nd Judicial Circuit (Connecticut, New York, and Vermont), the 4th Judicial Circuit (Maryland, North Carolina, South Carolina, Virginia, and West Virginia), the 5th Judicial Circuit (Louisiana, Mississippi and Texas), the 6th Judicial Circuit (Kentucky, Michigan, Ohio, and Tennessee), the 8th Circuit (North Dakota, South Dakota, Minnesota, Nebraska, Iowa, Missouri and Arkansas), the 10th Judicial Circuit (Wyoming, Utah, Colorado, Kansas, Oklahoma and New Mexico), and the 12th Judicial Circuit (District of Columbia); as well as the Central District of Illinois (7th Judicial Circuit) and Northern District of Florida (11th Judicial Circuit). The contractor must provide all the management, supervision, manpower, materials, supplies, and equipment (except as otherwise provided by the Government) and plan, schedule, coordinate, and ensure effective performance of Court Security Officer services. The contractor must provide at a minimum, qualified Court Security Officers (CSOs) that have successfully completed federal, state, county, municipal or military law enforcement academy training; that have a minimum of three calendar years experience as a certified law enforcement officer with arrest authority; background investigation; and physical fitness requirements. The North American Industry Classification System (NAICS) code is 561612. The Government intends to award a separate contract for each judicial circuit listed above. The resulting contracts will be fixed price, indefinite-delivery, indefinite-quantity, time-and-materials, labor hour contracts with a six-month base period from October 1, 2010 through March 31, 2010. The Office of Security Contracts, Judicial Security Division of the United States Marshals Service proposes to enter into contracts with the following current contractors for the purpose of continuing Court Security Officer Services by the following current contractors: 1st Judicial Circuit MVM, Inc. 44620 Guilford Dr., Suite 150 Ashburn, VA 20147 2nd, 4th, 6th, 8th and 10th Judicial Circuits AKAL Security, Inc. 7 Infinity Loop Espanola, NM 87532 5th and 12th Judicial Circuits Inter-Con Security Systems, Inc. 210 S.
