Description
The US Postal Service (USPS) is requesting offers to provide HVAC services to twenty (20) postal service locations in the New York Metro Area in accordance with the USPS Statement of Work (SOW) and the equipment/location list. All technical questions and/or requests for facility walk throughs should be submited to: Mr. Chu (212) 330-3224 or Govind Sahu (212) 330-3177, Mr. Howard Huie (212) 330-3177 All interested contractors are required to register with the USPS eSourcing solution as described in the eSourcing attachment. In addition, interested contractors shall complete all required sections of this solcitation including the "Provision 4-3 section" and electronically forward to robert.j.wilczynski@usps.gov as soon as possible, so I can include your company in the eSourcing event. Contractors will be required to participate in the competitive process utilizing the eSourcing event for this opportunity on Friday 10/22/2010 at 10:00 am ED. All pricing shall be based upon the work the contractor is required to perform as specified in the SOW and the equipment/location list and contractors must bid on all items to be considered for this opportunity. Pricing shall be submitted during the eSourcing event for each location on a ( yearly basis ) and shall be fixed for the term of the contract, invoicing shall be monthly or quarterly. The location price shall be inclusive of all materials, equipment, labor and associated fees and incidentals required for the satisfactory performance of this contract per the Statement of Work (SOW). The initial term of this agreement shall be for one (1) year, starting 11/01/2010 and ending 10/31/2011, with possibly nine (9) one-year renewals. This contract will not exceed 10 years in total. "Minor Out-of-Scope" work valued under $2,000 may be performed by the contractor with prior approval by the Contracting Officer. "Out-of-Scope" work valued over $2,000 must be brought to the attention of the Contracting Officer who will forward the related work to the Facility Services Office for their review and processing. Please note that the service(s) you are providing for the U. S. Postal Service have been determined by the Department of Labor to be subject to the Service Contract Act (SCA). Please refer to Department of Labor (DOL) for the proper wage rates that must be paid to all employees who work on this project. The website is available to the general public. Please input the WD# provided below to view correct employee wages by employee occupation for the state and county where the service will be performed. http://www.wdol.gov/archsca.aspx Wage determination number - WD 05-2375 (Rev.-10) State: New York Area: New York Counties of Bronx, Kings, New York, Putnam, Queens, Richmond, Rockland, Westchester. You are required to pay any employee performing maintenance services for the Postal Service not less than the wages and fringe benefits set forth in the proper Wage Rate Determination. If you are self-employed and perform more than 51% of the work, the provisions of the SCA do not apply to you. Should you hire anyone to assist you in the performance of this contract, then the Service Contract Act will apply to him or her. The Contracting Officer (CO) shall provide preliminary notice of intent to renew at least sixty (60) days prior to contract expiration and renewal notice at least thirty (30) days prior to contract expiration. Pricing will be negotiated prior to any renewal being excercised. Due to security clearance requirements, the contractor will be required to provide documentation of employee security screening for each employee involved in the performance of this contract. Cost involved with employee security screening is the responsibility of the contractor and shall be paid for by the contractor. Invoicing and payment processing will be on a monthly or quarterly basis in arrears based upon the fixed price agreed to.
