Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION VA-263-10-RQ-0612 BRIT WORK STATIONS (1) Identification of the agency and the contracting activity, and specific identification of the document as a "Justification for other than full and open competition." VA Midwest Healthcare System Minneapolis Purchasing & Contracting 708 S Third St., Ste 200E Minneapolis, MN 55415 (2) Nature and/or description of the action being approved. Justification and approval for other than full and open competition for providing 6 additional Brit Vision Diagnostic Workstations for the BRIT Systems Picture Archival Communications System (PACS) located at the VAMC Minneapolis. (3) A description of the supplies or services required to meet the agency's needs (including the estimated value). These Diagnostic Workstations will be utilized by the Radiology department. The workstations are utilized by the Radiologist to interpret imaging exams that are used to diagnose patient conditions. Estimated value is $334,705.00. (4) An identification of the statutory authority permitting other than full and open competition. FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. (5) A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited. The VA Medical Center currently owns BRIT Systems Picture Archival Communications System (PACS). The Brit Vision Diagnostic Workstation is the only Workstation that fully integrates with our PACS system. This is an acquisition for additional equipment to integrate with an already installed system, and the PACS system is comprised of proprietary components that are not available from any other source. (6) A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies. Advertisement will be made in FBO as a Combined Synopsis with intent to enter into a sole source with BRIT Systems, Inc. However, opportunity will be provided to the general public to respond to the requirement. (7) A determination that the anticipated cost to the Government will be fair and reasonable. Pricing will be compared to previous contracted acquisitions with the Minneapolis VA Medical Center. Further price reasonableness will be determined by comparison of other Government agency acquisitions using the FPDS ezSearch tool. (8) A description of the market research conducted and the results or a statement of the reason market research was not conducted. Market research consisted of a VetBiz, and SBA Dynamic Small Business Search under NAICS code 334112, and keyword "Diagnostic Viewer". (9) Any other facts supporting the use of other than full and open competition, such as: BRIT system software is proprietary (10) A listing of the sources, if any, that expressed, in writing, an interest in the acquisition. None (11) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. In order to enhance competition, the entire PACS would have to be replaced, which is cost prohibitive in relation to the estimated maintenance costs. (12) Contracting officer certification: I certify that this justification is accurate and complete to the best of my knowledge.
