***NOTICE TO ALL INTERESTED PARTIES*** THE SERVICES LISTED IN THIS PRE-SOLICITATION, RFQ-TDAT-029-11 HAVE BEEN COMBINEDIN RFQ-TDAT-028-11. IF YOU ARE IN INTERESTED IN THE SERVICES FOR RFQ-TDAT-029-11 YOU MUST BID ON RFQ-TDAT-028-11. THIS PRE-SOLICITATION RFQ-TDAT-029 IS WILL NOT BE CONTINUED. YOU MUST SEE RFQ-TDAT-028-11 IF YOU ARE INTERESTED IN BIDDING ON THESE SERVICES. The Federal Bureau of Prisons, Privatized Corrections Contracting, Office, Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient Substance Abuse and Mental Health Services. Services must be provided within the following area: no further west than Clinton Street, no further south than Bergen Street, no further north than Tillary Street, and no further east than Flatbush Avenue. Performance periods under this contract will be for a nine month base period to begin on January 1, 2011 with four (4) one-year option renewal periods with service ending (if all options are renewed) on September 30, 2015. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three, and Option Year Four respectively. The Following services are required and may be sub-contracted to another licensed contractor. The requirements for Transitional Drug Abuse Treatment and Mental Health Services for male and female Federal offenders include: Estimated number of Substance Abuse Inmates per Year = 130 Intake Assessments (one per authorized inmate) for 130 inmates = 130 assessments Individual Counseling Sessions ( 30 minutes = 1 unit) 24 units (per inmate) x 130 = 3,120 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 130 = 9,360 units Psychiatric Health and Intake Assessment = 1 report per authorized inmate x 10 inmates = 10 reports Individual Mental Health Counseling (30 minutes =1 unit) 24 units per inmate for 15 inmates = 360 units Group Mental Health Counseling (30 minutes =1 unit) 12 units per inmate for 15 inmates = 180 units Mental Health Intake Assessment and Report (one per inmate) for 5 inmates = 5 units Medication Monitoring (2 units per inmate) for 5 inmates = 10 monitoring visits Option Year One: Estimated number of Substance Abuse Inmates per Year = 137 Intake Assessments (one per authorized inmate) for 137 inmates = 137 assessments Individual Counseling Sessions ( 30 minutes = 1 unit) 72 units (per inmate) x 137 = 3,288 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 137 = 9,864 units Psychiatric Health and Intake Assessment = 1 report per authorized inmate x 10 inmates = 10 reports Individual Mental Health Counseling (30 minutes =1 unit) 24 units per inmate for 16 inmates = 384 units Group Mental Health Counseling (30 minutes =1 unit) 12 units per inmate for 16 inmates = 192 units Mental Health Intake Assessment and Report (one per inmate) for 6 inmates = 6 units Medication Monitoring (2 units per inmate) for 6 inmates = 12 monitoring visits Option Year Two: Estimated number of Substance Abuse Inmates per Year = 144 Intake Assessments (one per authorized inmate) for 144 inmates = 144 assessments Individual Counseling Sessions ( 30 minutes = 1 unit) 24 units (per inmate) x 144 = 3,456 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 144 = 10,368 units Psychiatric Health and Intake Assessment = 1 report per authorized inmate x 11 inmates = 11 reports Individual Mental Health Counseling (30 minutes =1 unit) 24 units per inmate for 17 inmates = 408 units Group Mental Health Counseling (30 minutes =1 unit) 12 units per inmate for 17 inmates = 204 units Mental Health Intake Assessment and Report (one per inmate) for 6 inmates = 6 units Medication Monitoring (2 units per inmate) for 6 inmates = 12 monitoring visits Option Year Three: Estimated number of Substance Abuse Inmates per Year = 152 Intake Assessments (one per authorized inmate) for 152 inmates = 152 assessments Individual Counseling Sessions ( 30 minutes = 1 unit) 24 units (per inmate) x 152 = 3,648 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 152 = 10,944 units Psychiatric Health and Intake Assessment = 1 report per authorized inmate x 11 inmates = 11 reports Individual Mental Health Counseling (30 minutes =1 unit) 24 units per inmate for 18 inmates = 432 units Group Mental Health Counseling (30 minutes =1 unit) 12 units per inmate for 18 inmates = 216 units Mental Health Intake Assessment and Report (one per inmate) for 7 inmates = 7 units Medication Monitoring (2 units per inmate) for 7 inmates = 14 monitoring visits Option Year Four: Estimated number of Substance Abuse Inmates per Year = 160 Intake Assessments (one per authorized inmate) for 160 inmates = 160 assessments Individual Counseling Sessions ( 30 minutes = 1 unit) 24 units (per inmate) x 160 = 3,840 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 160 = 11,520 units Psychiatric Health and Intake Assessment = 1 report per authorized inmate x 12 inmates = 12 reports Individual Mental Health Counseling (30 minutes =1 unit) 24 units per inmate for 19 inmates = 456 units Group Mental Health Counseling (30 minutes =1 unit) 12 units per inmate for 19 inmates = 228 units Mental Health Intake Assessment and Report (one per inmate) for 7 inmates = 7 units Medication Monitoring (2 units per inmate) for 7 inmates = 14 monitoring visits The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) most recent Northeast Region Statement of Work, dated May 2010. The request for quotation will be available on or after August 11, 2010 and will be distributed solely through the General Services Administrations Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about September 10, 2010. Faith-Based and Community -Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This requirement is unrestricted. The BOP anticipates awarding a firm-fixed price contract. All responsible business concerns may submit a quote which will be considered by this agency.
