Description
This is a notice of a proposed contract action published to notify potential sources that the USDA, Animal Plant Health Inspection Service (APHIS), Veterinary Services (VS) contracting office intends to issue a sole source award to the American Association for Laboratory Accreditation (A2LA) for the purchase of ISO 17025 accreditation services. The accreditation services are in the fields of biological, chemical, and calibration standards for their National Veterinary Services Laboratories in Ames, IA and Orient Point, NY. The accreditation body will assess, audit, and accredit the National Veterinary Services Laboratories Quality Management System as well as the veterinary diagnostic testing program, the proficiency test production and provider program, the reference material program and the National Center for Animal Health Calibration Laboratory. The scope of this effort is to complete an audit and assessment to expand and continue the ISO/IEC 17025 accreditation in each of the four diagnostic laboratories of the NVSL and the National Center for Animal Health Calibration Laboratory to determine that the facilities are performing scope analyses and support activities in accordance with the most current version of International Organization for Standardization and the International Electrotechnical Commission (ISO/IEC) Standard 17025, and the World Organization for Animal Health (OIE) Quality Standard and Guidelines for Veterinary Laboratories: Infectious Diseases and the laboratory quality system, policies and procedures. The NVSL will further expand accreditation to include: • ISO/IEC 17043, "Conformity assessment - General requirements for Proficiency Testing" - This standard specifies general requirements for the competence of providers of proficiency testing schemes and for the development and operation of proficiency testing schemes. • ISO Guide 34:2000, "General Requirements for the Competence of Reference Material Producers" - This guide specifies general requirement in accordance with which a reference material producer has to demonstrate that it operates, if it is to be recognized as competent to carry out the production of reference materials. The USDA, APHIS intends to award a firm fixed price contract with an estimated value of $300,000.00. The contract will include a base year with the option to extend the contract for an additional four (4) years. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Therefore, this sole source award is being made pursuant to FAR 6.302-1, only one responsible source and no other company will satisfy agency requirements. This notice of intent is not a request for competitive proposals, however, interested persons may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
