Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1. CONTRACTING ORGANIZATION: The contracting organization responsible for this action is the 4th Contracting Squadron, 1695 Wright Brothers Avenue, Seymour Johnson AFB, NC 27531. 2. DESCRIPTION OF ACTION: The contractual action is a brand name firm fixed price contract to purchase and install VERINT SYSTEMS INC.Channel Analog Telephone Card, model LDA2409 for the Audio Log MAX PRO Recording System already in place in the Emergency Communications Center. This card will replace the card currently installed, which is out of service which is causing the base 911 to become unserviceable. To fix the 911 outage the 4th Communications Squadron along with AT&T had to bypass the voice recorder with the 911 phone lines. This however does not allow the 911 phones lines to be recorded which are a violation of National Fire Protection Association Code 1221 requirements IAW DODi 6055.6. Replacement of this card will enable the 911 phones lines to be recorded again. 3. DESCRIPTION OF SUPPLIES: To purchase, install and configure a VERINT SYSTEMS INC. 24-Channel Analog Telephony Card model LDA2409 for the Audio Log MAX PRO Recording System already in place in the Emergency Communications Center to record audio lines already in place. 4. AUTHORITY: The statutory authority permitting other than full and open competition for this acquisition is 10 U.S.C. 2304(c)(1) and the Federal Acquisition Regulation Part 6.302-1. 5. APPLICABILITY OF AUTHORITY: Audio Log MAX PRO Recording Systems is currently installed in the Co-Located Emergency Communications Center on Seymour Johnson AFB. The VERINT SYSTEMS INC. 24-Channel Analog Telephony Card model LDA2409 is the only card that will work in the voice recorder currently in use. 6. EFFORTS TO OBTAIN COMPETITION: After speaking with Mercom, Carolina Voice Recording Systems and Voice Logging and Recorders and they stated that only VERNIT SYSTEMS INC. cards will operate in the Audiolog machines. 7. FAIR AND REASONABLE COST: Maintain the current voice recording system is far cheaper than replacing the entire system. 8. MARKET SURVEY: We attempted to ascertain whether other audio cards would work in the Audio Log MAX PRO Recording System but found none available because of the equipment needed to be recorded and the VERNIT SYSTEMS INC. voice card is the only one that will work in the Audio Log MAX PRO Recording Systems. We contacted Carolina Recording System, Mercom and Voice Logging and Recorders the three companies stated that the VERNIT card is the only one that will work in the Audio Log MAX PRO voice recorder and they had qualified personnel that could install the voice recording card and configure it to meet the needs of Seymour Johnson Fire Emergency Services. 9. OTHER FACTS: N/A 10. INTERESTED SOURCES: Carolina Recording Systems Inc. 11. STEPS TO FOSTER COMPETITION: A notice of the Government's intent to award a brand name contract was not publicized in accordance with FAR Subpart 5.2 since the work has already been accomplished. 12. TECHNICAL REQUIREMENTS/PERSONNEL CERTIFICATION: The using activity has certified that the technical requirements and certifications are complete and accurate. 13. CONTRACTING OFFICER CERTIFICATION: The Contracting Officer's signature on the Justification Review Document represents certification that the justification is accurate and complete to the best of his/her knowledge.
